Mod Fix, Delta Level Addition

- Moved /client/proc/toggleattacklogs from Admin Verbs to Mod Verbs
- Delta Level when activated from the admin commands now ends the game
with a bang after 10 minutes
- Added a confirmation box to avoid accidental Delta Level Activation
