adds some psiprotect drugs to the pharmacy refill shelf (#22514)

Adds 3x bottles of _PsiProtect Broad Use_ (Cheap variant) to the
pharmacy retail shelf for prescription refills, emergency ADPI
prescriptions (and investigation).
