Multiple bugfixes (#5404)

Multiple bugfixes:

Changes the kitchen maint access. Fixes #5398.
Readds the psych-skylight.
Fixes insufficient logging of a admin command.
Adds newscasters to the medbay. Fixes #5375.
Adds a properly configured vent to disposals. Fixes #5374.
Adds missing holopads to cargo
