Added a TCFL gear crate, and revamped the Dominia crate (#15920)

* Added Tau Ceti Foreign Legion crates (group and single) to the uplink

* Revamp the Dominian gear crate to include their new faction items

* CL

* Added Dominia voidsman modkits

* CL update

* Replaced the blaster pistols, with two each of the blaster carbines and gauss guns based on feedback from discord.
