Makes rechargers buildable, deconstructable and upgradable (#22657)

Browse Source 
Adds circuit boards and parts for rechargers and wall rechargers.
Rechargers can be built, deconstructed and upgraded. Wall rechargers can
only be upgraded.
The required parts can be printed in R&D.
