The Great Station Site Refactor (#21172)

**Requesting Test Merge**

Refactors multiple stationary away sites (like sensor array) to
ship/stationary to allow for their systems to properly function

Current maps refactored
- Sensor Array
- Hedgemony Waypoint
- People's Station
- IHSS Reclamation
