The Eye Opens - Part 1 (#21790)

- Add new flags for the Outer Eyes. Only available to mappers, ST and
modmins.
- Add new paperwork logo for the Outer Eyes. Available to anyone, if you
want to be scrawling random unknown icons onto your SCC paperwork.
