Turned a ton of unmanaged globals into managed globals.
Refactored some UT output.
Removed some unused things, including vars.
Added a test to ensure people don't keep adding new unmanaged vars.

Refactored all the builtin text procs to use string interpolation
instead.
Added a linting for the above.
This is based on, and should only be merged after, #19847
Removed the gelf logging infrastructure.
Refactored the various logging procs to be a direct call in light of the
above.
Removed ancilliary UDP related things.
Unified most of the procs into one definition, so there are no duplicate
around the codebase.
Marked some of the above as overridable if a good enough case can be
made for them (eg. external dependency or unlikely to be used).
New IPC heads can be selected by changing the head's prosthetic type, as
you would with a robot limb. All sprites by Noble Row.
Relevant to everyone else, this PR adds functionality to whitelist
sprite_accessories to certain prosthetic types, so you could
theoretically add Bishop-only markings for humans.
To-do:
- [x] Facial hair sanitization so that selecting a new head properly
removes the screens.
- [x] Marking sanitization so that selecting an invalid head for the
markings resets them.

Continues the wiring upgrade. Now cameras, airlocks, robots, and air alarms also use the new wire datum system.
Global wiring code is now removed but there are sneaky objects which didn't rely on them such as mulebots and autolathes.
Fixes a few issues from the previous upgrade.
Before: Every tick each HUD item would recalculate and redo images for every mob in view. For items like the secHUD where we're transversing implants and the various records this gets very expensive.
After: Mobs use their hud_list variable to store varius huditem images, when conditions change for those specific huditem images it updates the specific ones on demand. As a backup every 30 ticks or so the mob will update all of their hud_list.
Also: moved proc/RoundHealth() from 2 seperate locations into __HELPERS/mobs.dm
Removed var/constant/Pi It's already defined in setup.dm
Moved a bunch of global_lists to global_lists.dm
Fixed hair randomisation. (still bits to do)
Moved a lot of preferences_setup.dm stuff into __HELPERS/mobs.dm They'll be FAR more helpful as generic procs, rather than something tied to preferences.
Merged mob/var/nopush into status_flags with the CANPUSH flag
Merged mob/var/nodamage into status_flags with the GODMODE flag
Removed mob/var/be_syndicate and mob/var/be_random_name as they are not used.
Added /proc/ui_style2icon(ui_style) proc. It converts a string like "Midnight" into its corresponding dmi file. The code fore creating a new hud uses it.
