This has zero reason to exist in our code base. We have no procs or
variables tied to this. I removed it to make future modifications
cleaner.

This PR brings back the more accurate title for First Responders, of
Paramedic, to bring it in line with some snippets of the SOP and to be
more accurate to the role itself, as both Security Officers and the rare
and elusive Firefighting Atmospherics Technician can be considered first
responders.
also I just like it better.
Changes any mentions of first responder in gear/access/etc to Paramedic
or PARAMEDIC where applicable.
Origin traits, as well as species natural armor, will correctly remove
themselves when culture/origin/species is changed.
Vaurca primary language processors (K'lax Sinta'Unathi and C'thur
Nral'malic) are now culture traits rather than loadout items. This means
that they can be added/removed from ghostroles automatically without
having to copypaste the same code 200 times.
Secondary language processors (Sinta'Azaziba, Freespeak, Tradeband) have
stayed as loadout items as some of them do not have distinct cultures or
origins they can be added to.

Added a new admin verb that allows admins to more easily put observers into event bodies.
Changed the Select equipment verb in the Fun menu to Set Human Outfit, made it a little easier to use.
This PR splits the ERT file up into a bunch of files, to edit them later much easier.
1 Doctor (Lead), intended to do advanced medical stuff to heal people.
2 Paramedics, intended to bring injured to the doctor. (Can likely also do advanced medical stuff, but the doctor should be the primary one to do so)
1 Bodyguard, intended to stay with and defend in the IAC team. (Also trained in medical procedures, but not super advanced.)
