This has zero reason to exist in our code base. We have no procs or
variables tied to this. I removed it to make future modifications
cleaner.

Changelog:
> - rscadd: "The tribunalist medical cape can now have its mantle be
rolled up, like its non-medical tribunalist counterpart."
> - rscadd: "Alt-clicking on tribunalist capes now rolls their mantles
up."
> - bugfix: "All dominian capes should now properly display as attached
to clothing in character setup preview."
I have noticed that non-Zavodskoi dominian capes never seemed to display
as attached in the character setup, and attempting to solve that made me
notice how all the capes are poorly pathed and have vestiges of code
solutions made for their old sprite variations. So this PR, which was
made in like 30 minutes, _attempts_ to fix that.
I also have noticed that the tribunalist medical cape had sprites that
allowed it to be rolled up, but the code did not support that. Now it
does. I also added an alt-click functionality to roll them up, because
why not.
This PR adds a human lore item, "Fatesayer" cards(name may be subject to
change).
These are used by the people of the Lyod to tell your fate.
They are a religious item for the loadout, intended for believers of the
shamanism interpretation of the Tribunal.
Could also maybe be added as a small addition to the wiki. The deck
description explains how to use them. The cards description explain what
they mean.
The cards in question:

Refactored the abstract meta propriety into defines.
It's now more easy to spot/see abstract types thanks to the macro that
defines them.
Added a check on initialization of atoms to avoid spawning abstract
types.
Made the spawn_atom proc check for abstractness.
Made the spawn_atom proc use tgui_list for types list shorter than 1000
elements, which enables to search in them. It's too laggy on larger
lists so above 1000 it uses the builtin input.
Made the spawn_atom use a list subtraction instead of a double list,
it's lighter on memory and processing.
This PR brings back the more accurate title for First Responders, of
Paramedic, to bring it in line with some snippets of the SOP and to be
more accurate to the role itself, as both Security Officers and the rare
and elusive Firefighting Atmospherics Technician can be considered first
responders.
also I just like it better.
Changes any mentions of first responder in gear/access/etc to Paramedic
or PARAMEDIC where applicable.
* New dominian uniform, capes and berets sprites + new accessories.
* ring around the roses, say goodbye
* love will survive
* rendez-vous aux prochaines règles
* the way you exist
* Changelog Whitespace Fix
