Remaps toxin to be a significantly more pleasing area to work in. Everything was tested thoroughly, save for the doppler array which should be easy to fix if anything is broken.
Removes the chapel and replaces it with a holodeck.
Replaces the old holodeck with a pool/gymnasium.
Properly sets up the holodeck, mapwise. All holorooms have been adjusted to be the appropriate size for the now slightly smaller holodeck (7x10).
The Chaplain now has an office above hydroponics, which has all of his necessary things - crematorium, morgue tray, tools of office, and even a slight semi-confessional for private council.
Adds a chapel to the holodeck, for when the chaplain wishes to conduct a service. Additional holodecks for specific lore-religions are pending.
Adds a gymnasium holoroom.
This will probably fix all the messed up computer sprites.
Also, update the bar signs to the new bay system, which is better than the old one.

Fixes all the snowflake guns unique to our codebase with multiple firemodes so that they now actually behave correctly. Fixes a few bugs relating to computers, and updates modular_computers to use holoscreens.

- Monitoring computer now has slightly different icon_state when it detects powernet warning. This is checked and updated every 5 MC ticks (ie, slightly delayed)
- Fixes ocassional runtime in powernet_sensor.dm
- Powersinks buffed a bit more. Drain rate changed from 0.6MW to 1MW. 1MW is full output of main engine SMES.
- Powersinks also dissipate small amount of internal energy charge over time. (20kW)
Also added cancellation buttons here and there.
Prevented an exploit, resulting in ability to issue same passes with different ID, even if it doesn't have those accesses.
They act like IDs, but have limited duration (up to 30 minutes). When time is up, all access is erased from them.
Adds guest pass terminal, which issues these.
Anyone can issue them, but only to areas their ID has access to.
All issued passes are logged in terminals.

Spess Networking Technology:
▪ The machines are located in Centcom near the cargo shuttle.
▪ A new admin debug verb "Change Radio Type". Using this will toggle between old (current) radio code and the new radio code. ADMINS: I recommend only doing this if Doohl (me) is around to take note of anything that happens.
▪ The whole thing works, in theory, but hasn't been stress-tested with the usual 60+ players. I will write up a Tgstation Wiki article and/or explain what some of the stuff does in IRC or ingame.
One last thing to point out: this is a PROTOTYPE. I have tested it myself and optimized the code very well. In theory, this new radio system is significantly less laggy AND has many more features. However, because of it's a prototype, it can at any time destroy the server. The reason I am committing this and not updating the changelog is because it's not an actual feature YET. I want to stress test this on the servers to see how it fairs, then add some more stuff to it like the ability to link machines and repair networks.

Added a new computer sprite.
AI upload and Cyborg Upload now use the new sprite.
Added the Riot Helmet and Riot Suit to the Riot crate and the Armor crate. The prices of both have both been upped to accommodate the change.
Spacefriend(tm) boxes have been changed slightly.
You can now construct cyborg uploads.
Edited the Riot Helmet Sprite.
Edited the Riot Suit Sprite.
Added a sprite for a medical records laptop.
Added a medical records laptop to the CMO's office, right now it's just a resprited computer.
