A language that humans, skrell and tajara can select.

Also, tweaks how skrell handles language at the request of the skrell lore person and cleans up a tiny bit of the species language related vars.

b9f6deb229 Adds the ability to partially understand other languages and a bit more (#4625)
Ports the feature added in Baystation12/Baystation12#19868, it allows people that knows a certain language to understand some words from another language, without needing to have it. It is used in all tajaran and unathi languages for now, Already consulted the lore team and it seems this is all they want so far.

Also, it adds Delvahhi, a zhan language.

094c057386 Xenomorphs fixes and improvements (#3548)
This pr makes xenomorphs less awful via some additions and porting some fixes:
-removes the NO_MINOR_CUT that is not used anywhere and replace with NO_EMBED that stops things from embedding into mobs, like xenomorphs, shadow people and golems
-adds the night vision verbs to xenomorphs
-fixes aliens eggs layers behind under their weeds
-fixes some hud things missing
-makes their limbs unbreakable

This should make them a bit less buggy.

changes:

Gutter has been renamed to "Freespeak" via. define. Define name is unchanged.
The description of Gutter has been replaced with one supplied by Jackboot.
Replaced remaining references to gutter in the code with the define.

Adopts the /tg/ style of ghost follow links. This is to make clicking them a less of a PITA when you're a ghost. All links tested as functional and properly formatted.

This pr changes the old bay method, replacing them with some arabic and slavic names instead. Because"Rrhazkrajri Njarir'Akhan" and the like sounds stupid and has some issues with the lore, because you are not named after your ethnicity.

Changes:
-adds snake people as a whitelisted species
-adds tail mechanics, ported from europa station, to the snake people, you can coil it up, people can attack it, stomp the tail and etc
-snake people can spit poison
-snake people can't use shoes
-snake people also have some other features like having a minor brute resist, claws and cuff breaking
-snake people can have different scale colors and eyes colors, but green is the best color without doubt
-also adds snake people

-corrupt form should not strip the wizard, should last longer and the fully upgraded form was buffed
-heads of staff, except implanted ones, can be converted to rev now

-probably fixed ai and cyborgs being selected as cultists and getting access to aooc

-replace all the references of ahdomai and S'randarr with Adhomai and S'rendarr
-import a bay fixe to hud runtimes
-removes christmas pun pun
-replace the old appearance that the ccia used with the newest and most robust one
-do more changes on the ccia code at ccia request, also, removes all the red and blue shit from it

bc8871ac2b Shells and Periphery (#1327)
Adds Shells. Adds tags. Adds IPC subspecies. Adds HK-47's. Does not add IPC construction.

Beyond the obvious review of shells, the exact stats of the IPC subspecies need review. They were largely an afterthought, and quickly overshadowed by the shell project.
