c30cd94024 Reworks armor damage reduction + armor components + more goodies. (#11106)
Ports Baystation12/Baystation12#27254 and Baystation12/Baystation12#24787 and everything inbetween I guess.

Note that this PR makes guns and armor overall stronger. Lasers also once again do organ damage.

3f2a515a8b Changes all cases of update_icons(), updateicon(), UpdateIcon() etc. to update_icon(). (#9432)
update_icons(), UpdateIcon() and updateicon() are now changed to be update_icon().

Many interactions expect a target to have an update_icon(), so they should all be the same.

Also fixed some stuff that was using relative pathing, along the way.

2404a4ea96 machinery signaler frame work and emitter fun (#8443)
Added a framework to easily attach signalers to any type of machinery, codewise.
    You can now place a signaler on an emitter to remotely activate it. It follows the same activation rules as a standard user.
    EMPing an emitter now causes it to toggle its state, if it's ready to fire.
    Emagging an emitter now doubles the amount of burst shots it takes and halves the minimum and maximum times between bursts.
    Tweak the message signalers vocalize when they receive a message. Tweak the look and feel of emitters, try examining them sometime.

Bugfix: Tesla no longer gains energy from just colliding with objects

    Bugfix: Fixes sprite for singularity beacon not showing up

    Bugfix: Tesla no longer spams admin longs when a new ball is created outside of containment

    Bugfix: Telsa looses energy when dropping ball which should be slightly below how much is required for new ball.

    tweak: Tesla dissipation rate has been buffed, it now looses energy faster

    tweak: Tesla dissipates every time it zaps something

    tweak: Tesla now melts any object or mob(but not turfs) it touches or when it zaps it while sacrificing a miniball.

    rscadd: Added special emergency singularity beacon that is to be used when Singulo/Telsa are on the Loose. When Tesla zaps the beacon, it will discharge all energy into it, dying and destroying beacon.

How to build machine blueprints!

Use steel sheets like normal, then rotate the frame how you like it using the directional arrow. From here use a Multitool to finalize it and then wire it up like you would before.

64e386785c Abling Disability (#4485)
This PR implements a system for manipulating a client's color safely and also ports a prioritization system for sorting client color from /tg/. Currently this PR also implements client coloration in the form of color blindness, namely:
Monochromacy
Deuteranopia
Tritanopia
Protanopia

DTP are mild brain traumas, whereas monocrhomacy is a severe brain trauma.
Furthermore, this PR removes the Needs Glasses prompt in character creation, and replaces it with a disability selector, allowing people to more closely refine their special little snowflakes.

c000070a5b Pixel Projectiles (#4105)
Projectile hitscan effects moved to /effects/projectiles folder.
Most of projectile firing code and some of impact code refactored, and projectile hitscan effects refactored with ported TGcode (which is mostly TGcode I wrote anyways 😎)
Projectiles can now be fired at any angle, instead of just at the center of turfs!
Projectiles are now [in theory] 100% accurate down to 0.001 of a pixel.

a86398d0d2 Code Cleanup: (Bump(), Bumped()) -> (Collide(), CollidedWith()) (#4349)
This PR rips out the old Bump() and Bumped() procs and replaces them with Collide() and CollidedWith() respectively. Behavior should be the same, but Bump() should no longer be double-called, and no longer relies on spawns.

Other changes:

LAssailant is now a weakref.
Some direct loc setting are now forceMove().
