38e4b5d77b Implement "send_link" macro (#6767)
When to_chat gets converted to a proc, then the construct of to_chat(some, link(url)) will no longer work. Or will produce odd results.

As a result, the send_link macro is now created. Replaced existent instances of the previous construct and added a simple grep check for this as well. It won't catch all, probably, but it'll catch the most common instances.

e99ab0ae68 Movement smoothness tweaks (#1736)
This PR ports /tg/'s movement verbs, which allow for smoother movement that's less dependent on server tick rate.

Also ports /tg/'s Stat() limiter, which reduces how often Stat() updates to reduce pointless server load.

67f7584cf9 Altclick useability tweaks (#936)
Adds pointing at things with alt+rightclick uasing some hacky code wizardry, thanks to kaiochao on the byond forums.
Also adds simple spam control to pointing, and changes the point verbs from using View, to Range, which is mildly faster

Also adds the ability to alt+click to eject your ID from PDAs and many computers. Anything to save on laggy rightclicks

ef64187fc2 Initial (buggy) implementation
- Implements modular computers, starting with single program (power monitoring console)
- Implements most hardware. Some is still TBD, but the important stuff is in place
- Implements file-based system. Currently two file types exist, programs, which have NanoUI/Topic() interaction with user and data files, which may be used to store string of data.
