Adds turf fires (ported from Baystation, which ported them from
Shiptest), which are now used instead of ZAS fires for fuel decals and
flamethrowers. They also supplement ZAS fires in especially bad atmos
fires.
This makes flamethrowers and related objects more suitable for AOE
denial, rather than cooking the room (including yourself). They still do
the latter, but less so than a gaseous fire.
To make flamethrowers actually useful against them, simple mobs now take
brute damage when on fire.

versions of the Camera Monitoring app, but the Horizon's mapped
consoles, unlike Runtime's, have some dedicated network restrictions.
This PR adds a var to the camera_monitor program that can hold the src
of the UI, which in the case of camera monitoring consoles, will
restrict the available networks displayed to those set on the console
obj itself.

This is all back-end code, no new features or functionality from this.
## Description
Hello! First PR here so I figured I'd do a big one ~~and stress out the
maintainers as quickly as possible~~. :)
While going through the process of creating a character the 'faction
select' UI stuck out to me as *functional*, but difficult to parse
visually and pretty dated looking by modern SS13 standards. (Not too
bad, but you know what I mean)
The new version is realistically *bit* too flashy for what it is (a
single-use interface hidden away in the character creation menu), but it
was very good practise for me to get back into DM/TGUI programming so it
works out either way.
I'm very happy to implement any feedback or suggested changes that could
help improve it.
## Actual Description
This PR replaces the old HTML 'faction select' interface with a new TGUI
one, and also cleans up and fixes some adjacent code I bumped into while
working on it.
A couple of notes about the current version:
* The 'Citizenship Check' line is currently non-functional and will
always show a checkmark. I know a lot of the corporations have specific
backgrounds/origins they won't hire people from, but I wasn't sure where
exactly that's enforced in code, if at all.
(I noticed `/datum/faction` has a `blacklisted_citizenship_types`
variable, but it's currently unused.)
* De-adminning or changing species doesn't immediately update the UI to
reflect the changes, you have to click on something new to trigger an
update manually. This doesn't have any actual consequences since I made
sure to sanitise everything, but it is a visual thing.

As title; dedicated computer/security objs now launch the same Camera
Monitoring app as modular computers do- same interface but in TGUI.
Removes old NanoUI version.
Currently, all "outsider" jobs (that is, journalist, consular, liason,
aides and bodyguards) if set to a clip on radio would spawn with the
default one (no command access, or no service in the case of the
journalist)
This adds a clip on for the consular, liason, aides and bodyguards and
makes sure the journalist gets their service clip on.

It turns out that Sleepers weren't accounting for the variable used by
Mech sleepers to indicate that they should work without a power network,
and it was impossible for the Mech sleepers to ever be "powered" in this
context. This meant that any attempt to use the Mech Mounted Sleeper or
Mounted Passenger Compartment would always fail.
This PR makes it so that if the sleeper has interact_offline set to TRUE
(as is the case with the mech sleepers, but not with the regular
machine), it will bypass its standard power requirements. Allowing mech
sleepers to actually work correctly.
This remaps the commissary and library, increasing the size of the
former at the cost of the latter.
Several vending machines have been touched onboard the Horizon only. The
idris refresh and getmore vending machines have been merged into the
getmore, with the available items strongly reduced. The cigarette
vending machine also had their options lowered. All of the options and
some extra was moved to the restock packs the commissary gets now, so it
can be sold from there.
The nanopharm in the commissary is now free to vend, containing only
drugs and over the counter meds, intended to be paid for at the
commissary desk.
New restock packs were made, which are intended similarly to vending
machine restocks except they work on the shelves in the commissary and
gives them a set of items based on the pack, after which the pack can be
folded into cardboard.
All the new restock packs are also available to order from operations,
should more stock be necessary or other reasons.
For mapping I was aided by Kaizr, with helpful suggestions from RHG and
Noble Row.

Adds the Winter Quest rulebook as a item in the Toy section of the
loadout. It is not species restricted.
Text implementation is a bit cumbersome. If it is possible to pull from
a txt file onto paper then changes can be made to do so. Otherwise,
based on the implementation of the ZAT instruction file.
A minor change, but a variable for the journal has been added to check
for closed overlays. Added for if future journal-like books are added
that do not use the default journal overlay.

Updated crate and locker sprites and icon overlay code to use a new
standalone 'securitypanel' overlay to lay the groundwork for, in the
future, being able to install/uninstall access-code locks on containers
just like you can in airlocks. For lockers, little visual change at all.
For crates, the security panel is now an overlay within the 'handle'
section of the crate rather than being a chunky box off to the side on
front. Locked/unlocked/emag sprites also updated for the new panel
location.



Moved closet.dmi, crate.dmi, guncabinet.dmi, safe.dmi, and
walllocker.dmi to a new subfolder /icons/obj/containers, and updated all
references to them in code, for sake of organization. Ideally (IMHO),
we'd differentiate structure-based storage containers from item-based
storage containers, but that's a larger organizational task and outside
of scope- this just moves storage structures into one common location.
Deleted sciguncabinet.dmi, as its contents had already been migrated to
guncabinet.dmi and it was no longer referenced anywhere in the codebase.
Medscans can now be attached to a rollerbed and viewed up to 2 tiles
away. Currently, it only allows for medscans specifically, so no records
or misc papers.
Due to the number of attachments, rollerbeds now use a radial menu to:
- Remove scans
- Remove vitals monitors
- Remove IVs
- Set IV transfer rate
This is to avoid the shuffle of sequentially removing each attachment
until you either collapse the bed or remove the attachment you want.
Additionally, if the rollerbed is collapsed with attachments still on,
it removes them to hand/ground.
Starting an IV on a patient remains the same (click drag onto patient).
Locking the wheels is still alt+click.

This restriction made sense when bridge crew were essentially command's
assistants. However, their job has morphed into being dedicated pilots
for odysseys, as well as expected to defend the bridge and/or shuttles.
This restriction therefore no longer makes sense as M'sai were
historically tasked as pilots, and are able to be part of security.
This also fixes a bug where unathi and tajara bridge crew spawn with
human shoes.

These sounds are pre-existing in our game files, but they were
previously unused. The relevant code was commented out.
I went ahead and implemented them as tgstation does now: They are used
for the hub only, instead of -all- telecomms machines. I also added them
to the all-in-ones unique to our server.
It's unfortunate that the only way to get most of the toys is through
the loadout. This essentially restricts players to either roleplaying as
diehard fans, arranging games in advance, or not bothering to do this at
all.
This ports a games vending machine from bay, and places it in the
library. This supplements the battle monsters machine already present.

As title. Adds several mechanics/assembly/disassembly hints to several
gun types, and also handles some minor code cleanup where I found
issues. No mechanical changes.
They had the same sound as a backpack before, which did not make sense
for something made of metal. This simply fixes that so it sounds
metallic, similar to toolboxes and the crime scene kit.

A pull request commissioned by the Synthetic Lore Team to
comprehensively rework synthetics (read: IPCs) and how they work in
Aurora. The objective is to make IPCs as unique as possible from humans,
upgrading the robotic feel and atmosphere, while also preserving a good
sense of balance in-game.

## About PR
Adds some building/planning mechanics typically seen in
base-building/survival games such as Grounded. Hopefully this will ease
the away base construction process. Happy base buildings!
Currently, this allows placing blueprint objects that players can click
on with the required materials to build whatever the blueprint
represents. You can place templates, edit them or build your own
glorious base from ground.
Sprites for `blueprints` and `blueprints_unfolded` inside
`base_planning_blueprints.dmi` are ported from SS20 Russian Paradise
Station.

This PR includes several changes to bring our wound code up to date with
baystation, nebula, and modern standards. Highlights include:
- The usage of integers between 0 and 100 for ratios (expressed as a
percentage), instead of 0.0 to 1.0. Small decimal values are prone to
floating point precision errors, but by moving to a percentage instead,
we can reduce the impact of this.
- The untangling of damage flags and injury flags, which were used
interchangably in the code. This could have caused issues should we
expand any of these.
- Larger embedded objects now halt bleeding in wounds, until they are
pulled out. In exchange however, embedded objects will halt healing in
wounds (it is difficult to close an open wound that currently has a rod
stuck in it)
- A lot of data, such as implanted objects and organs, are now stored in
amputated limbs.
The hide uniform, suit and hat buttons now work in character setup. I
changed it slightly so it will work regardless of it being a loadout or
job item in the specific slot, mainly because that was easier but also
because sometimes you want to change the uniform but the suit is in the
way.
# Summary
This PR updates the default behavior of airlocks on powerloss and adds a
manual override for them.
By default airlocks now keep closed (and close if opened) on powerloss.
Additionally a new mechanic has been added allowing people to manually
open unpowered, unbolted and unsecure airlocks without power by
utilizing a manual override.
## Mechanics
- On power loss doors will stay closed.
- On power loss opened doors will now close.
- Manual override mechanic:
If a door is functional but unpowered and features an override handle
(previously called "insecure" by default, false for vaults and similar)
the user can now engage the manual override. It works by cranking a
hydraulic lever multiple times to force open the door without a crowbar,
this process takes around 15 seconds. The process is divided into
3-second steps each given a ratchet sound. When user waits long enough
the door will open. Doors that have been opened with the manual override
will automatically close again after the door receives power again, just
like the old behavior. While waiting the user will be informed about the
length of the process by seeing a small oil gauge fill up (via chat
message).

**This is but one of several PRs as part of Project Anabasis, and is a
necessary building-block for a Traits System and a Skills System**
This PR was essentially prompted by recent lore changes to Skrell that
weren't yet existing in the game, so I'm kicking off this as a PR to
start a series of more meaningful psionic reworks. With a focus on
Components and Signals as a way of dramatically increasing the systems
interactivity of psionics. With this PR, mobs have an effective
"Psi-Sensitivity" that can be checked by psionic effects, and influence
a wide variety of interactions.
Psi-Sensitivity is calculated based on a Signal interaction, whereby
multiple responding sources have a chance to respond to the signal and
influence the end result of the calculation. For now there still remains
a cutout specifically for owners of a Psi-Complexus(Which is just Skrell
and Antag Psions), who have a bonus to the psi-sensitivity check equal
to their PSI-RATING. That being 1 for Skrell, and 2 for antag psions.
But eventually in the future this should be replaced with a standalone
component separate from the concept of "Sending"
The other common sources of sensitivity currently are the Psionic
Receiver implant, MindShield, and Mind Blanker implants. With Psionic
Receivers giving a bonus to psi-sensitivity, and the latter two giving a
penalty to psi-sensitivity. Both MindShields and Mind Blankers are now
unified in how they interact with psionics, both using the same system
of Signals without a hardcoded check for the mindshield.
As an important distinction to make, Psi-Sensitivity is NOT the same
thing as being Psionic. Actually Psionic characters like Skrell have a
big bonus to their sensitivity. It's more a measurement of how receptive
a character is to Receiving (separate from Sending) psionic influences.
You can actually be capable of using psionic abilities, but have a
sensitivity of 0, effectively meaning such a character can "Send but not
Receive" psi influences.

# Summary
This PR introduces colorable high visibility jackets and pants. They are
available in the character loadout.
**[Breaking change]**
Existing high visibility clothing received its own category in the
loadout and breaks current loadouts using said clothing.
The currently worn clothes need to be re-selected from the new group.
## Changes
- Added a colorable version of high visibility jackets and pants.
- Moved existing high visibility clothing to their own selection in the
loadout out of the generic jackets/pants group.
- Fixed a bug that prevents the usage of accents/part-building for
pants.
- Added a dedicated code file for high visibility jackets and pants
along some refactoring.
- Introduced minor protection values for high visibility clothing.
- Removed duplicate jacket emissive sprites and fixed jackets getting
the right pattern for their type.

**Summary:**
Cleans up a lot of old Greimorian egg implantation code- rewrote the
actual worker injection behavior to use the organ/internal/parasite code
we have, instead of creating effects with their loc set to the organ
itself.
This largely means that not only is Greimorian implantation able to be
treated pharmaceutically (as you'd expect, with them being parasitic and
medicine including antiparasitics), but it also means that 'greimorian
eggs' also get the same treatment as nerve flukes, etc. That is to say,
antags can now purchase Greimorian Clade Kits from the uplink and inject
people or monkeys with them to cause Unhappy Tidings.
This code is also fairly easy to modify, if one wanted to create more
implantable parasites that burst out of people, unrelated to
Greimorians.

parasite code; it can now be treated with anti-parasitic medicines in
addition to amputation of the affected limb. Works on all playable

Carries light handling from `New()` to `Initialize()`. Also makes
exoplanet theme generation handle lighting in itself, since it still
didn't properly initialize the light. Gas/temperature property handling
was left out because handling them in `Initialize()` was causing ZAS
active edge issues for exoplanet ruins
I am not entirely sure where the problem occurs, everything runs as it
supposed to in proc call chain. My guess is `New()` is too early for
setting up lights. Upon testing I didn't notice any changes in gas and
temperature assignments in exoplanets, Odyssey and away site maps

- [x] Look into `exoplanet_themes` and turfs affected by it, then find
out why it got hands. Regular exoplanet turfs works fine, it's just this
feature becoming an exception
