c5f5f8c68d PasswordProtectedFiles (#5067)
This PR adds password protected files. When creating a file an additional prompt will come up. This will ask if you would like to set a password. If left blank a password will not be set and the file will function normally. If a password is set, when viewing, cloning, renaming, or deleting a file, the password prompt will again come up asking for the previously set password. When cloned, the cloned file retains the password.

This Ports TGs System of Cargo Rewards and Bounties.
It also changes the paths of some of the foods (to be easier to use with the bounites)
It integrates the bounty application into the cargo control app
The cargo control app can now print invoices for orders and shipments

4065e29e86 Vue.js UI implementation (#4868)
This UI is going to be more integrated with BYOND host objects. It's update principal is very different from nanoui's. It is based around state that is being synchronized with server and client (browser). Such synchronization has it's problems, like it can't handle rapid changes, what could cause client and server to become out of sync and client state to be discard.

d89798cf7e Various Cargo Improvements (#4435)
Implements #4434
The reason for the order can now be viewed in the cargo control application
Calculate the shuttle fee per order
It is now possible to pay for orders that have been approved by cargo before they are shipped to the station
A mainfest spawns in the crates
Schema Changes:
The supplier, path and amount columns have been retired and are no longer used
Instead the following columns will be used:
supplier - the short name of the supplier that will be used
price - the price for the items
items - the items and their variables

If you are storing the cargo items in the SQL DB, then you dont have to do anything.
They will be migrated automatically to the new format

If you are storing the cargo items in JSON Files then you have to rewrite the files to adhere to the new format.
A example file of the new format is included

395a7b3d60 [Map] Medical revamp and major changes. (#4324)
Complete remap of the Medical main level. Expect bugs and missing
equipment.

Added a new isolation wing to Medical.

Changed the nuke's position, to a much safer, new location.

Added an alternative exit to the Bunker.

Added a new store that only the HoP can grant access into.
-Detective and CSI's offices have been moved to a level above Security.

New Security training area, for cadets and other uses you may find to
it.

New transfer/escape shuttle. Not the final version, probably. Test of
acceptance from the community in progress. Not entirely convince by the
design.

New Research-coloured folders (Sprite recolouring by Fire and Glory).

Slightly remapped Kitchen. Tighter on space, big on table surface
area.

New Research Office by Xenobiology, after a lot of requests.

Vault entrance has been redesigned to fit a bit more with its purpose.

A lot of bugfixes, missing stuff, and minor suggestions.

5b7d63af57 Computer Stuff (#3932)
This started out as just some stuff for cargo.
Then it grew.

Fixed tablets and laptops not working due to some changes in #3826 that caused some old ballast to haunt us.
Changed the beeping sound of the modular computers to respect the ambience sound preference.
Added a application that can be used to pay and verify that a cargo order has been received
Added a delivery pad to cargo and spawns one in the CTs and QMs lockers.

Further tweaks to tablets and device enrollment in general are incoming, but I dont want to bloat this pr any further.
(I dont like how the company/private device system is implemented right now; It should rather be based upon the hard disk than the device itself)

Made programs that can't run in current hardware to not show up in download list
 Adjusted some program computer compatibility flags
 Reworded laptop vendor buttons to be more consistent and more accurate on what you get
 Added description to tablets

61b5203d24 Runtime Map Loading (#3597)
changes:

Maps are no longer compiled in, instead loaded directly from the DMMs at runtime.
Z level defines have been moved from the config to map datums.
Unit tests now use typecaches.
DMMS now actually works.
DMMS has been updated slightly.
DMMS is now capable of loading simple lists of non-text types.
DMMS is now faster when loading many types without mapped in attributes and when loading area instances.
Asteroid generation is now defined on the map datum instead of being hard-coded in SSasteroid.
Holodeck presets are now defined on the map datum.
Atmos machinery now uses Initialize().

e759e4386d Calling the emergency shuttle now requires a physical button (#3509)
The emergency shuttle can now be called by using a physical button in a protected case.
The option to call the emergency shuttle has been removed from the command and communications app.
Also adds a framework for physical buttons in a protected case.
The emergency shuttle button needs to be mapped in.

b4fa4a8b3a Baystation12 merchant port (#3155)
Port of the merchant mechanics from baystation12.
All of the trader, prices and most essential system are done, as well the job datum and the like. Mapping the shuttle, the base and a new dock will be done in a later pr.
Also adds phazon construction and several other items used in this pr.
The chance of the merchant slow being open at round start can be changed via the config, it is 20% by default.

0fc67f2cb9 Remove a whole bunch of in world loops and rework machinery global lists (#3053)
Removes a whole bunch of in world loops.
Reworks SSmachinery to hold two lists: all_machines and processing_machines. all_machines contains all machines 5ever. All of them. Literally. Forever. And ever. processing_machines only contains machines that process with the SSmachinery controller.

I checked most types at runtime on the live server to see whether they're in processing_machines or in all_machines, and did debug to ensure that most machinery ends up and stays in all_machines.

Includes a basic UT to make sure all mapped in machinery types remain within the all_machines list post-init.

ca7567d81e Fixes #2888 (#3038)
Since I'm sure people could come up with reasons any preset should have a file manager, I added it to all of them. Could undo it later, but it goes well with, say, the Relay program that lets you save (and view!) logs, as well as CERTAIN ROBOTICISTS (and mechatronic engineers) that like to put their forms on the computer.

A bug:

Synthetics are no longer able to authorize warrants. Fixes #2025
Various requests from the suggestions forum:

Removed bootknives from custom loadouts
Added crowbars to all borg modules that were missing them.
Removed flashbangs from the officer lockers and the security vending machine
Some other things:

Warden access is now required to access the armory with the flashbangs, heavy vests, ...
Fixed a issue with udp logging (wrong text in a log message)
.45s now spawn in the officer lockers
Flares now spawn in the officer lockers
The crate containing the door locks has been relocated
Added cadet lockers with essential cadet gear
Replaced two officer lockers with two cadet lockers, so there are now 4 officer and 2 cadet lockers in security
Warrant assistant now shows Location / Suspect for the search warrants (instead of only the location)

59e7377798 UDP Logging (#1997)
This implements UDP Logging with GELF.
It will allow full text search over all the logs and attributes sent over GELF to the log server.

2b9aa21421 Spark Fixes (#1764)
changes:

Removed shim for old spark system.
Converted all calls to old spark system with calls to new one.
Processor-based effects are no longer pooled, as it had minimal performance impact and was breaking things.
Tweaked some visible_messages for rogue drones.
PB effects' handling of location is now done at the /datum/effect_system level.

9d134d8e15 Computer manager and more (#1406)
The downloader and the file manager no longer come default on any device.
A client enrollment app comes now with every console
The user has to select weather the device is a private or company device and select a software preset if its a work console
Work devices are locked down to a specific set of programs
Private devices get the downloader and the file manager to install programs as usual.
Threw out the backup of the old-old camera monitor.
Made software presets a generic thing that are not dependant on the form factor of a device.
Ported holowarrants from bay
Ported wall mounted consoles from bay
Ported various computer fixes from bay
Vending machines spawn now with the holowarrant "client"
Mapping changes:

CE and HoS dont get a modular computer with command preset (they did not have that before bay merge, so why should they now)
Added a modular computer with command preset to the head of staff briefing room
Replaced the camera monitoring console in the Engine Control room with a modular computer
Replaced the cam monitor in the CE´s office with a wall mounted console
Switched places of the bar sink and console
Replaced the consoles with obj/item consoles
Mapped in the ERT and Merc Console (Merc Shuttle, ERT Area)
Fixed the "border" at the heisters base
Also waiting for CCIA on a design for the warrants.
But that can be changed with a follow up pull

Fixes incorrect icon for security camera program
Adds Security access to the camera program (req one)
Replaces obsolete camera consoles with security preset modular consoles
Adds civilian preset consoles in several civilian areas: Vacant office, bar backroom, library, chaplains office. Library has two public ones, and one for the librarian.
Modifies canpass on modular consoles to better represent them:

Due to their spindly frames and non-solid holoscreens, bullets will usually just pass straight through them, only rarely clipping the frame. They're not good cover. So they have 80% chance to let bullets pass through unimpeded
Small animals can walk under them. passtable flag. because lots of empty space

c588710234 Sudoku! (#1392)
Adds a sudoku game for modular computers, works on all platforms.

For those who've never heard of it, its a little game about logic and numbers. Simple but timeless, and helps keep the brain sharp in situations that would otherwise make you fall asleep.

Comes with a fast backtracking algorithm to generate unique puzzles, hints, and lots of general polish. Includes unique screen icons for all three platforms

3bbdb9764b Downloader Program Improvements (#1389)
The downloader program will no longer show things you already have installed. Clears up some needless clutter, since theres never any reason to download something twice - you can make local copies on the hard drive.

Software lock now works. It didn't before. For the record i still dislike this feature but i fixed it anyway.
Added some information/error messages for when the download list is empty, to explain why
The footer with the version number is now fixed to the bottom of the window instead of floating up
Optimisation: Auto update is now disabled on the software selection menu and enabled when you're downloading something. Saves on needless processing.

Tweaked the access levels required to download software.
Generally speaking, only departmental heads can now download departmental software
Locked down the software of the preset consoles. (No downloading games on them)
Fixed being unable to eject portable storage devices
Locked down work consoles dont accept portable storage devices
Added a software backup crate to secure storage

7724f096fa Misc things - Related to merge (#1280)
Redefine span() to be a macro. Because we don't need it to be a proc ever again.
Rebuild the .all_changelog.yml file to have Bayport stuff at the bottom (onto which we'll add our own shit from this cycle).
Rebuilt the .html file for changelogs to correspond to the above change.
Modified download programs to actually use seconds.
