If you are storing the cargo items in the SQL DB, then you dont have to do anything.
They will be migrated automatically to the new format
If you are storing the cargo items in JSON Files then you have to rewrite the files to adhere to the new format.

Light tubes now make a noise when turning on.
If a light loses power, it will switch to "emergency mode": the light will glow a dim red, drawing power from a small integrated cell that should last approximately 10 minutes. If the light has power, it will charge its cell.
Light flickers now play the flicker sound for each blink instead of once.
Split lighting.dm into three files: fixtures.dm, construction.dm, and bulbs.dm.
Light fixtures now use stat to represent on-state (as they can be off for multiple reasons): the on var has thus been removed.
Lightswitches now glow in the dark and make sounds when toggled.

Fixed tablets and laptops not working due to some changes in #3826 that caused some old ballast to haunt us.
Changed the beeping sound of the modular computers to respect the ambience sound preference.
Added a application that can be used to pay and verify that a cargo order has been received
Added a delivery pad to cargo and spawns one in the CTs and QMs lockers.
Further tweaks to tablets and device enrollment in general are incoming, but I dont want to bloat this pr any further.
(I dont like how the company/private device system is implemented right now; It should rather be based upon the hard disk than the device itself)

The emergency shuttle can now be called by using a physical button in a protected case.
The option to call the emergency shuttle has been removed from the command and communications app.
Also adds a framework for physical buttons in a protected case.

Adds flooring to the turret with "decorative" conduits.
Adds darkening and brightening animation when turret opens/closes to indicate the turret rising up or down.

Made sure almost every gun that can be turreted has a relevant sprite. These are based on gun sprites. Changing those might cause turrets to not reflect the gun look.
Some guns share sprites, some were made unturretable.
Added new set of vars on the /gun/energy level, since the /gun level had few essential vars missing and I am not really looking for any other code rewrites regarding this right now. Should not be hard to move them step up, if ever needed.
Turrets that have only one shooting mode have now the changing mode option greyed out.
Also removed leftover references to two energy carbine subtypes and removed one global list.

Adds drop pods syndicates can use to drop in on locations. It causes breaches and can only target the surface level (minus the arrivals dock, cyro, and the bedroom).
Port of the merchant mechanics from baystation12.
All of the trader, prices and most essential system are done, as well the job datum and the like. Mapping the shuttle, the base and a new dock will be done in a later pr.
Also adds phazon construction and several other items used in this pr.
The chance of the merchant slow being open at round start can be changed via the config, it is 20% by default.
Fixes an issue where the crew monitoring map would say it was unable to connect to TCOMs when there was no one with suit sensors on but it could still connect to TCOMs.

Adds a sudoku game for modular computers, works on all platforms.
For those who've never heard of it, its a little game about logic and numbers. Simple but timeless, and helps keep the brain sharp in situations that would otherwise make you fall asleep.
Comes with a fast backtracking algorithm to generate unique puzzles, hints, and lots of general polish. Includes unique screen icons for all three platforms
The downloader program will no longer show things you already have installed. Clears up some needless clutter, since theres never any reason to download something twice - you can make local copies on the hard drive.
Software lock now works. It didn't before. For the record i still dislike this feature but i fixed it anyway.
Added some information/error messages for when the download list is empty, to explain why
The footer with the version number is now fixed to the bottom of the window instead of floating up
Optimisation: Auto update is now disabled on the software selection menu and enabled when you're downloading something. Saves on needless processing.

Adds SQL database based syndicate contracts to be viewed from any uplink. These can be used as IC traitor objectives, but hopefully with more RP and stuff.
Improves camera EMP handling. Now uses a var and processing to determine when the EMP should end, preventing inconsistent states when a camera is EMPd multiple times.
Reduces the process and bandwidth need for cameras.
* There is now a common camera repository, responsible for setting up cameras once for every invalidation.
* Camera consoles now only updates when the camera cache is invalidated, not every second.
* The console now only presents one network at a time, and only sends the data necessary to view that network (as opposed to sending the data for all cameras).
