Adjusted Battlemonster Star calculation.
Slightly lowered the cost of battlemonster cards.
Deck searching speed is now based on the number of cards in the deck.
This pr adds a verb that allows admins to decide if they want to make the round spooky, without needing the active cultists, at their own will. Very useful for events.

Fixed potential powernet issue with surface by removing redundant wires.
This pr ports the baystation's feature that allow people with a certain access to lock the holodeck, stopping people messing with it. Heads of staff and the chaplain can lock/unlock the holodeck.
Safer way accessing surge module in robot_damage.dm on emp_act that will not cause warnings or errors.

Adds a few drinks and four vendors to the station.
Zo'ra Soda contains VAAM (V'krexi vomit) which is similar to nicotine. The drinks themselves are energy drinks, particularly High Octane Zorane Might. C'thur Rockin' Raspberry and Royal Jelly (it gets you high) are available as contraband in the vendor.

So apparently when conditions are right it could make infinite loop (client push -> server receive -> server push -> client receive -> client push...) killing client and server performance.
<vui-button> now pushes data as JSON, this preserves data structure of parameters
Store now won't allow state to be pushed if it was very recently received
There was a plausibly for vueui/Topic() to push data twice, hindering performance. This was mitigated by taking in to consideration object Topic return value if data should pushed.

ERT Civil Protection helmets now have more appropriate sprites and include sprites for having the visor both up and down, as well as the mechanical ability to raise and lower their visors.

Adds new drugs:
-Red Nightshade: a drug that induce a berserk-like status, you see only red, can smash windows, stuns go away slower and etc
-Paxazide: a medicine that induces pacifism on the target, like the mutation
-Spectrocybin: a hallucinogenic that has a small chance of giving a glipse of the other hidden to mere mortals, can be found in a mushroom variety
Adds a new secret chem:
-Bottled Lightning: causes a tesla zap when in contact with someone's blood or when splashed on the ground
Also removes some broken/unused plants.
So I was given input by the community that new IPC and borg surge modules are kinda useless. As they only provide 1-3 EMP protections given that ION rifles are 10 shots charge, and that IPC costs 14 TC which is more then half of traitor uplink. And borgs surge cost too much in resources to build. I expected that, so now I think I want to buff it.
IPC surge module now costs 12 TC(as opposed to 14).
comes in with 2-5 EMP protections which is RNG based.
Borg's surge module built cost in gold and silver was reduced by 50% from 10000 G and 15000 S to 5000 G and 7500 S.

Fixes food unable to be placed specifically. Applied the specific placing code to all reagent containers, except for syringes, hypospray, and inhalers.
Fixes missing Kelotane reagent for borg hypospray.
For once, it wasn't actually Burger's fault, Burger did a completely reasonable thing and the ancient reagent code screwed it up. This should properly fix#5157, as well as a few possible future glitches in case we decide to add pouring out a specified number of units onto the floor, or mobs?
