d548cbb89f Adds Lyod Fatesayer Cards (#20782)
This PR adds a human lore item, "Fatesayer" cards(name may be subject to
change).
These are used by the people of the Lyod to tell your fate. 
They are a religious item for the loadout, intended for believers of the
shamanism interpretation of the Tribunal.

Could also maybe be added as a small addition to the wiki. The deck
description explains how to use them. The cards description explain what
they mean.

0782d0f29c Balloon alert improvements (#20798)
Updated balloon alerts with the latest changes from tgstation.
Improvements include a new plane for them, and their duration changes
depending on their length.

Unfortunately, since they were added, they have been abused for really
long text that is difficult to parse in-game (by myself included).
Balloon alerts are useful, but they are not smoking guns and have
limitations due to their lack of persistence. I have clamped down on
their abuse in favor of the standard established by tgstation, [seen
here](https://hackmd.io/0Cvr4hpcTe-KI6SbgfUWtw#balloon_alertballoon_alert_to_viewers).
We lack updated runechat so I will not propose this be a fully
implemented standard at this time, but I have cut down all existing
balloon alerts to size.

- rscadd: "Streamlines card mechanics. Click on others to deal to them,
yourself to draw. Ctrl-click to draw, Alt-click to shuffle."
- rscadd: "Adds KOTAHI, the shedding type card game fun for the whole
family."
  - rscadd: "Tweaks throw sound volume."
  - bugfix: "Fixes some runtimes with cards."
  - imageadd: "New sprites for playing cards."

Also seperates picking cards into it's own verb, and no more tooltips
when concealed. No more cheating.

(Also changes the throw sound volume, so it doesn't horribly spike the
volume when you're dealing normally)

KOTAHI sprites by CevUI, modified by myself.

df014f9bc0 Mouse drop refactor (#20256)
Refactored mousedrag procs, added signals, some safeguards, did some
cleanups around, renamed them to make a little more sense. Mostly put in
line with TG's code.
Fast clicking and releasing with a drag, depending on the grace period
and how fast it is done, can be counted as clicks, to aid in combat
scenarios where you spamclick.

a3a4d46fa7 Hitby refactor (#19624)
Refactored hitby to be in line with TG's version.
Refactored item weight defines to a more clear naming scheme, also in
line with TG's version.
Refactored how the movement bumps are handled, ported signals to handle
them, in preparation for the movement update.
Fixed disposal hit bouncing the hitting atom on the wall.
Items do not push other items anymore if they are tiny.

9983fca311 Update SSOverlays (ported from Baystation) (#19051)
Our SSOverlays system is outdated, and is likely the cause of many of
the issues seen in #18895. It has also been linked to a massive server
performance decrease.

This brings an updated system from Baystation, hopefully with speed
increases.

Should be testmerged, ideally with #18895.

changes:

    rscadd: "Ported a new chat system, Goonchat, that allows for cool things like changing font style, size, spacing, highlighting up to 5 strings in the chat, and DARK MODE."
    rscadd: "Repeated chat messages can now get compacted. You can disable this in goonchat settings."

04e7cfbe6f Card Tooltips and Improvements (#9115)
You can now draw from card decks and hands by clicking on them with an empty hand while it's in one of your hands.
    Mousing over a card that's next to you, or face-side-up, will show a tooltip of what it is.
    Drawing a card from a deck now draws a specific card. Dealing a card to someone will pick the first card of the deck, meaning that it has to be shuffled to be random.

2a2cc7d52e Ports table item autoalign from Bay (#6946)
Made it so items get their pixel x/y reset on pickup.
    Thrown items now also get their pixel placement slightly randomized.
    Tweaked the center of mass on a boatload of items to be more accurate to their sprite art.
    Replaced a bunch of randomized pixel placement code into a unifying proc; randpixel_xy() that uses an item's randpixel var.

f253c2c381 More delay issues, magboots, knive-boot, marble and ccia (#1586)
- Fixes #1583
- Fixes #1031 
-adds some checks for magboots
-reduces the hardness of marble
-finally adds a delay when attacking common mobs with weapons
-finally adds a delay of cult mobs attacking things, like machines
-fix the flash pistol having no flash rounds
-fully remove custom items gloves from spawning from cargo
-replace all the references of ahdomai and S'randarr with Adhomai and S'rendarr
-import a bay fixe to hud runtimes
-removes christmas pun pun
-replace the old appearance that the ccia used with the newest and most robust one
-do more changes on the ccia code at ccia request, also, removes all the red and blue shit from it
