CatsinHD 61baeb7b9a Adds Notepads (#19617) ...

Adds a colorable notepad to the loadout, alongside a blue and gold SCC
variant to the faction section.
The notepad functions identically to the journal.
Sprites are by me, or modification of the existing journal sprites.
