- Removes incorrectly set ID tags on some emitters at construction site, this fixes #11527 - Unanchors emitters intended for mining at engineering outpost (as intended) - Turns off "Construction computer core" APC and unlocks it in similar way as the other APC in construction site teleporter room, to prevent power alarms on 3h+ rounds (since the construction site doesn't have working power supply). It is unlocked so anyone can turn it on if it's needed.
