Grammar fixes to atom descriptions (#31293)

* Grammar fixes to atom descriptions

- Capitalization and punctuation on most descriptions
- CentCom instead of centcom where appropriate
- Earth instead of earth where appropriate

* Remove spaces before newlines and oneline some strings
