DisplayTimeText mk2 (#30969)

* Adds new helper, DisplayTimeText

* Removed unused define

Thought it would've been nice to have for the future, but I guess it's
fine to go without it.

* Makes fraction only show if seconds is < 1

* Corrected incorrect round time.

Dunno how nobody ever caught that it was incorrect on live servers, gg.
