Makes romerol nukie-only again (#3358)

Closes https://github.com/Bubberstation/Bubberstation/issues/3324

I've been told romerol was previously only nukie only. This restores
that.
## Why It's Good For The Game

fixes an oversight caused by the upstream merge

also romerol bad for traitors mmmkay
