JacquerelandGitHub 9fb7c20daa Cargo can buy more presents at Christmas time (#94251)
## About The Pull Request

Last Christmas we had and resolved this bug #88595 where via the
mechanic of buying random trash, Cargo could roll on the roulette to try
and get random Christmas presents and open them for random items.
This was removed because it's not supposed to work that way and was a
way of exploiting Christmas cheer for personal gain, which is grinchsome
behaviour.

That said, being able to order Christmas presents is also kind of
soulful, so this PR brings that mechanic back but on purpose this time.

During the Christmas season _only_, Cargo can spend 3000 credits of
their budget to order a "Surplus Christmas Gifts" crate which contains
4-6 presents _with pre-assigned recipients_.
In a similar system to addressed mail, only the person written on the
gift tag can open the present, so unless you're sufficiently scroogeous
to collect a huge pile of presents on the cargo room floor in hopes of
getting a couple with your name on (in my testing these contained raw
unbaked croissant dough, and a piece of paper from a space ruin) you
should mostly be using this to deliver generalised holiday cheer to the
crew rather than just yourself.



This PR also contains (maybe as more lines than the actual feature) a
refactor changing a bunch of boolean vars on `/datum/supply_pack` into
bitflags, because I needed to add one more and it seemed silly to have
so many booleans.

## Why It's Good For The Game

It allows those with the yuletide spirit to deliver some christmas cheer
to their fellow man, isn't that the season's reason?

SmArtKarandGitHub fd06311361 TGUI-fies the Spawn verb (#94094)
## About The Pull Request

This PR converts the native text/list input that pops up when the Spawn
verb is used into a TGUI panel with a dynamic search function. It now
displays atom names, as well if they are abstract (and probably
shouldn't be spawned).
You can still input a typepath after the spawn verb in the tab bar which
will open the menu with said path already in the input box. If only one
typepath matches the input, it will be spawned immediately without
opening the panel.

It features RegEx support which activates when the input starts with
``re:``, as well as toggles for searching in atom names and fancy
typepath display. They can be toggled via buttons, or Alt+R/N/F for
regex/names/fancy paths respectively. Invalid regex-es will highlight
the search bar red.
The list itself can be navigated using arrow keys, enter/double click
will spawn the atom, and escape will close the menu.

Old functionality of spawning multiple objects by leaving a colon +
number after the typepath has been preserved. Using ``*`` and``!`` to
signify final path/end of a path respectively also still works when
regex mode isn't active.

## Why It's Good For The Game

Spawn isn't a critical tool, and using TGUI allows it to have dynamic
search and shifts searching from serverside to clientside, making it
significantly more responsive. Because we don't need to build a fancy
list of atom types, using it the first time won't cause a lag spike on
weaker machines anymore, which should make debugging locally a bit less
annoying.

from the ground-up

- Dynamic configuration is now vastly streamlined, making it far far far
easier to understand and edit

- Threat is gone entirely; round chaos is now determined by dynamic
tiers
   - There's 5 dynamic tiers, 0 to 4.
      - 0 is a pure greenshift.
- Tiers are just picked via weight - "16% chance of getting a high chaos
round".
- Tiers have min pop ranges. "Tier 4 (high chaos) requires 25 pop to be
selected".
- Tier determines how much of every ruleset is picked. "Tier 4 (High
Chaos) will pick 3-4 roundstart[1], 1-2 light, 1-2 heavy, and 2-3
latejoins".
- The number of rulesets picked depends on how many people are in the
server - this is also configurable[2]. As an example, a tier that
demands "1-3" rulesets will not spawn 3 rulesets if population <= 40 and
will not spawn 2 rulesets if population <= 25.
- Tiers also determine time before light, heavy, and latejoin rulesets
are picked, as well as the cooldown range between spawns. More chaotic
tiers may send midrounds sooner or wait less time between sending them.

- On the ruleset side of things, "requirements", "scaling", and
"enemies" is gone.
- You can configure a ruleset's min pop and weight flat, or per tier.
- For example a ruleset like Obsession is weighted higher for tiers 1-2
and lower for tiers 3-4.
- Rather than scaling up, roundstart rulesets can just be selected
multiple times.
- Rulesets also have `min_antag_cap` and `max_antag_cap`.
`min_antag_cap` determines how many candidates are needed for it to run,
and `max_antag_cap` determines how many candidates are selected.

- Rulesets attempt to run every 2.5 minutes. [3]

- Light rulesets will ALWAYS be picked before heavy rulesets. [4]

- Light injection chance is no longer 100%, heavy injection chance
formula has been simplified.
- Chance simply scales based on number of dead players / total number
off players, with a flag 50% chance if no antags exist. [5]

[1] This does not guarantee you will actually GET 3-4 roundstart
rulesets. If a roundstart ruleset is picked, and it ends up being unable
to execute (such as "not enough candidates", that slot is effectively a
wash.) This might be revisited.

[2] Currently, this is a hard limit - below X pop, you WILL get a
quarter or a half of the rulesets. This might be revisited to just be
weighted - you are just MORE LIKELY to get a quarter or a half.

[3] Little worried about accidentally frontloading everything so we'll
see about this

[4] This may be revisited but in most contexts it seems sensible.

[5] This may also be revisited, I'm not 100% sure what the best / most
simple way to tackle midround chances is.

Other implementation details

- The process of making rulesets has been streamlined as well. Many
rulesets only amount to a definition and `assign_role`.

- Dynamic.json -> Dynamic.toml

- Dynamic event hijacked was ripped out entirely.
- Most midround antag random events are now dynamic rulesets. Fugitives,
Morphs, Slaughter Demons, etc.
      - The 1 weight slaughter demon event is gone. RIP in peace.
- There is now a hidden midround event that simply adds +1 latejoin, +1
light, or +1 heavy ruleset.

- `mind.special_role` is dead. Minds have a lazylist of special roles
now but it's essentially only used for traitor panel.

- Revs refactored almost entirely. Revs can now exist without a dynamic
ruleset.

- Cult refactored a tiny bit.

- Antag datums cleaned up.

- Pre round setup is less centralized on Dynamic.

- Admins have a whole panel for interfacing with dynamic. It's pretty
slapdash I'm sure someone could make a nicer looking one.

Kapu1178andRoxy b9c803a9d8 Base implementation of /datum/persistent_client (#89449)
Converts `/datum/player_details` into `/datum/persistent_client`.
Persistent Clients persist across connections. The only time a mob's
persistent client will change is if the ckey it's bound to logs into a
different mob, or the mob is deleted (duh).

Also adds PossessByPlayer() so that transfering mob control is cleaner
and makes more immediate sense if you don't know byond-fu.

Clients are an abstract representation of a connection that can be
dropped at almost any moment so putting things that should be stable to
access at any time onto an undying object is ideal. This allows for
future expansions like abstracting away client.screen and managing
everything cleanly.

AylongandGitHub 1795c18aea Fix a bunch of html UI's for 516 (#88917)

Moved broken on 516 UI's to browser datum
They now work and have a dark theme
Most of them are admin ones (All except 1)

I tried to check all the raw HTML UI's by typing `<< browse(` into the
VSC search and going through each element, but I might have missed
something.

What worked as it was, I didn't touch, except for the Dynamic control
UI's

Admin can do their things on 516
Coders/Mappers can debug some stuff on 516

## About The Pull Request
Ports storyteller from horizon, who deleted their repo. 

### How it works

_Written by Majkl-J_

Basically, the storyteller runs several "Tracks" that slowly fill up
with points. Upon reaching their set limit, an event is chosen and
spawned, and the storyteller takes a somewhat-random amount of points
from that track.

In this example, the moderate track will soon spawn an event.

Each track has its own sets of events it can spawn, sorted by intensity
(Roleset is midround and roundstart antags). Every event also has little
tags that the storyteller can be made to prioritize.

As with dynamic, events have a certain weight that determines the chance
they roll. Prioritized events get a multiplier to this weight.

In this example, we can see some of the tags. Some storytellers can be
made to increase/decrease the weight of these events.

#### Extra stuff it does

Keeps track of med, engineering, and sec players. Whilst this still has
no actual usage, it is good to know it is capable of this.

## Why It's Good For The Game

Storyteller is an alternate event controller, in my opinion, superior to
dynamic.

san7890andSkyratBot 5a6ff98e2a Cleans up some admin-related stuff in client Destroy() and adminGreet() (#83427)
## About The Pull Request

It made me really mad to see a huge list in the middle of client/Destroy
for something that doesn't even run for 95% of users so I split it out
into another proc so the fingerprint of the very important `Destroy()`
stuff could be as minimal as possible without a big `pick()` so the
server can send the "I need a man 🥺" message could be punted off to
where no-one would care for it. It was already doing the async TGS
operation so it doesn't matter anyways as far as proc overhead in my
books.

I also fixed up the code for `adminGreet()` as well because that was
being really weird with not having proper booleans and running `pick()`
on things with literally one value (as well as excess
stringification)... it wasn't good so I just cleaned all that up too.
Ideally this all means we take up a little less CPU time but the aim of
this PR is to just clean it all up for modern coding standards.
alphabetized lists and early returns galore.

## Why It's Good For The Game

Code is better to read and less idented, and better yet it's no longer
necessary to read all the softie messages in the middle of `Destroy()`

I don't know why the weight of every midround is 0 when I run locally.
It's fine.
Unfortunately, the interface I have crafted is hideous. This is because
it's not part of tgui and I am not very good at working with byond UIs
without my beautiful typescript. It functions though.
If anyone has any pointers I'll take 'em.

"Force disabling" a ruleset simply ensures it will never run.
"Force enabling" a ruleset disregards minimum population and minimum
threat rules, but doesn't ensure that the ruleset will run. It might
still be skipped due to low weight, insufficient threat to _buy_ it, or
other disqualifying factors.

## Why It's Good For The Game

It was an admin request so presumably they have some plans for it.
It's a less-intrusive way of theming a round than disabling dynamic and
running all the midround rules yourself.
If they want to temporarily set the game to traitorling I guess they can
do that. Or only heretic/cult.

- Nearsighted is now a grouped status effect.
- Blindness is now a grouped status effect.
   - Eye handling of blindness has improved. 
- When eyes are removed, they now cause you to become blind, rather than
handling it in `update_tint`.
- Being ahealed no longer blinds you for one tick, meaning that black
overlay on aheal is gone.
- Temporary Blindness is now a status effect.
- Both Nearsightedness and Blindness have been exorcised from mob vars
and life chains. This means that we've finally cut 2 procs from life,
`handle_status_effect` and `handle_traits`, and moved both to event
based processing. Wooo optimizations.
- Swapped pacifism status effect to use apply and set helpers. 
- Removed an unused admin toggle that disabled welding helmet tint but
also tint from every clothing item and also blindness from losing your
eyes.
- Clothes now generally all blind their mob more consistently.
- Oculine, eye surgery, and sensory restoration are now no longer the
only way to fix blindness from eye damage. If your eyes are healed
through any other means, it will also heal your blindness.
- Some things that made you blind, such as ling blind sting, no longer
just flat made you blind from eye damage forever. They now cause eye
damage directly, which in turn makes you blind from eye damage, as
expected.
- Pacifists can't eyestab anymore. Eyestabs now have a limit on the
amount of blur applied.
- Refactored some `is_x_covered` procs to accept flags rather than have
a lot of arguments for some silly reason.
- Unit tests for blindness. 

## Why It's Good For The Game

Blindness was exceptionally poorly handled prior, primarily due to the
fact that it was tied to the mob instead of separated out

On top of that the system put a LOT of faith in proper handling of
blindness on the coder's end which was misplaced evidently. Many places
didn't update or handle blindness correctly, or just let people
perma-blind.

Deferring it to a status effect improves this a lot

that all mobs are naturally blind until their eyes are actually created.

based on how pure the oculine is while healing very damaged eyes.

* Moves spawners and decals to a different init/delete scheme

Rather then fully creating and then immediately deleting these things,
we instead do the bare minimum.

This is faster, if in theory more fragile. We should be safe since any
errors should be caught in compile since this is very close to a
"static" action. It does mean these atoms cannot use signals, etc.

* Potentially saves init time, mostly cleans up a silly pattern

We use sleeps and INVOKE_ASYNC to ensure that handing back turfs doesn't
block a space reservation, but this by nature consumes up to the
threshold and a bit more of whatever working block we were in.

This is silly. Should just be a subsystem, so I made it one, with
support for awaiting its finish if you want to

* Optimizes garbage/proc/Queue slightly

Queue takes about 1.6 seconds to process 26k items right now.
The MASSIVE majority of this time is spent on using \ref
This is because \ref returns a string, and that string requires being
inserted into the global cache of strings we store

What I'm doing is caching the result of ANY \ref on the datum it's
applied to. This ensures previous uses will never decay from the string
tree.

This saves about 0.2 seconds of init

Converts most spans into span procs. Mostly used regex for this and sorted out any compile time errors afterwards so there could be some bugs.
Was initially going to do defines, but ninja said to make it into a proc, and if there's any overhead, they can easily be changed to defines.

Makes it easier to control the formatting and prevents typos when creating spans as it'll runtime if you misspell instead of silently failing.
Reduces the code you need to write when writing spans, as you don't need to close the span as that's automatically handled by the proc.

(Note from Lemon: This should be converted to defines once we update the minimum version to 514. Didn't do it now because byond pain and such)
