Refactor detective scan categories.
Fix some categories not being shown at all.
Remove Syndicate scan category.

## Why It's Good For The Game
DETSCAN_CATEGORY_SETTINGS, DETSCAN_CATEGORY_HOLY,
DETSCAN_CATEGORY_ILLEGAL and DETSCAN_CATEGORY_NOTES are now shown in
detective scanner ui and printed report.
