Watermelon914 6c017cf1e1 Refactors subsystems to use dependency-ordering to determine init order. Subsystems can now declare their own dependencies. (#90268)
## About The Pull Request
As the title says.
`init_order` is no more, subsystems ordering now depends on their
declared dependencies.
Subsystems can now declare which other subsystems need to init before
them using a list and the subsystem's typepath
I.e.
```dm
dependencies = list(
    /datum/controller/subsystem/atoms,
    /datum/controller/subsystem/mapping
)
```
The reverse can also be done, if a subsystem must initialize after your
own:
```dm
dependents = list(
    /datum/controller/subsystem/atoms
)
```
Cyclical dependencies are not allowed and will throw an error on
initialization if one is found.
There's also a debug tool to visualize the dependency graph, although
it's a bit basic:

Subsystem load ordering can still be controlled using `init_stage`, some
subsystems use this in cases where they must initialize first or last
regardless of dependencies. An error will be thrown if a subsystem has
an `init_stage` before one of their dependencies.

## Why It's Good For The Game
Makes dealing with subsystem dependencies easier, and reduces the chance
of making a dependency error when needing to shift around subsystem
inits.

I found this while looking in this file for other reasons.

Shutdown is called after blackbox.Seal() in 99% of cases, keeping this
from getting logged.

Removes TICK_LIMIT_MC_INIT config for barely doing anything to speed up init and being inconvenient to work with if fires and inits can happen at the same time.

Bring _HELPERS/_lists.dm to latest standards by:
-Adding proper documentation and fixing existing one
-Giving vars proper names
-Procs now use snake case as per standard (many files that use those procs will be affected)

Timberpoes 10f2cbe2c3 Fix ping_update errors when certain operations resolve to scientific notation (#61443)
Sometimes when logging on Campbell, fancy chat fails to load and my non-fancy chat is spammed with the following.

In addition, ping fails to update correct on the status tab when this happens.

Hypothesis:
Sometimes world.time can report a number that displays as scientific notation when converted to text.

The following code leads to calling the update_ping verb.
winset(C, null, "command=.update_ping+[world.time+world.tick_lag*TICK_USAGE_REAL/100]")

I suspect what's happening is world.time is being converted to text and you're getting the following command:
command=.update_ping+2.1313e

And this is causing an error in update_ping since it can't resolve 2.1313e as a valid number.

Wrapping that in text2num with 32 significant figures (arbitrary number, heat death of the universe proof by several orders of magnitude) means the update_ping verb always gets a number that isn't in scientific notation.

Watermelon914 375a20e49b Refactors most spans into span procs (#59645)
Converts most spans into span procs. Mostly used regex for this and sorted out any compile time errors afterwards so there could be some bugs.
Was initially going to do defines, but ninja said to make it into a proc, and if there's any overhead, they can easily be changed to defines.

Makes it easier to control the formatting and prevents typos when creating spans as it'll runtime if you misspell instead of silently failing.
Reduces the code you need to write when writing spans, as you don't need to close the span as that's automatically handled by the proc.

(Note from Lemon: This should be converted to defines once we update the minimum version to 514. Didn't do it now because byond pain and such)

Mothblocks 0f435d5dff Remove hideous inline tab indentation, and bans it in contributing guidelines (#56912)
Done using this command sed -Ei 's/(\s*\S+)\s*\t+/\1 /g' code/**/*.dm

We have countless examples in the codebase with this style gone wrong, and defines and such being on hideously different levels of indentation. Fixing this to keep the alignment involves tainting the blames of code your PR doesn't need to be touching at all. And ultimately, it's hideous.

There are some files that this sed makes uglier. I can fix these when they are pointed out, but I believe this is ultimately for the greater good of readability. I'm more concerned with if any strings relied on this.

Replaces goonchat with a tgui based chat panel

    Fixes #52898

It is as fast as goonchat was (if not faster in certain circumstances), and is very extensible. It has all the necessary code for sorting messages into categories, which means that one of the next features will be multiple tab support.

Additional features that you will get with tgchat right now:
    Massively faster server-side performance compared to goonchat, especially if batching multiple messages to one client.
    Message persistence across rounds and reconnects. (All messages are stored client-side in IndexedDB)
    More robust scroll tracking. If you scroll up, it will not change the scroll position on new messages like goonchat did.
    Multiple message combining. (Currently set to combine up to 5 messages over last 5 seconds).
    If using the highlighting feature, it highlights the whole message as well as the matching word.
    "Now playing" widget, with preview of the song title, a knob for adjusting the volume and a stop button.

Architecture is as following:

Subsystem is basically goonchat, but without all the garbage that slows the servers down (string concatenation, double urlencoding, sanitizing, etc). Now, instead of all that, it's being slowed down by json_encode in /datum/tgui_window/proc/send_message, which IMO is completely worth it, and allows sending various templates and widgets to tgchat.

/datum/tgui_window abstracts the whole window away from you, establishes a nice message-passing interface between DM and JS, with two message queues on each side, automatically loads js/css assets for you, basically does everything. You as a developer only have to worry about sending/receiving messages and write javascript.

tgui-panel is a slimmed down version of tgui, and functions as a container for various widgets, and tgchat is one of them. It of course can be expanded with more stuff.

It's also a separate entry point and a JS bundle, so it's not bloating the main tgui bundle, and is currently sitting at about 230kB.

Currently it exempts observers and only exempts admins while they are in lobby, that makes no sense.

Now it always exempts admins (they still have the end of round lobby kick that applies to them), and people in the queue to join in lobby. 

Applies to ghosts.

Gives the player a link to rejoin in the disconnect message.

Uses lazy access on inner lists (had to make lazy access work on inner lists @cyberboss you won't like this but lazyaccess is useless if you can't use it on inner lists)
Byond only does full stickyban matching when the server has a valid hub password set or compiled in, so now we have to remove it during init.

Jordan Brown 575d098944 Update DMAPI to version 3.2.1.0 (#37429)
This is primarily a compatibility layer that enables both forward and backward compatibility for all past and future APIs based on the detected running TGS version. It also bundles all it's includes to make future upgrades not have to modify the dme, heck, could even use a submodule if it wanted (not happening). No other changes necessary.
