MrMelbert ae0b1131c0 EVA helmets have retractable visors (#95687)
## About The Pull Request

EVA helmets can have their visors pulled up to show off your face.

Older models of space helmets don't have retractable visors

## Why It's Good For The Game

This was inspired by #95683 - I thought the potential behind being able
to flip up your visor to get rid of the dirt in your eyes was an
interesting lil gameplay interaction

Then I got thinking of sci-fi tropes and scenes where the guy says "time
to kick some ass" and rips his visor down, or scenes where the unknown
guy in a space suits says "well well well" and rips up is visor to
reveal he's the bad guy

Now does this make much sense from a space suit design perspective?
Well, not really... ideally you want that thing sealed as tight as
possible, but by 2566 you'd think they'd improve the seals on the things
to allow for it, right? (That was part of the reason why I didn't add it
to the older models of space suits)

## Changelog

🆑 Melbert
add: Some EVA helmets now have retractable visors, which you can pull up
or down at will, to reveal your face.

John Willard 7b7340f9ff The horrific necktie can now be sentient (#94026)
## About The Pull Request

The horrific necktie can now be used in-hand to give it sentience, if
someone chooses to become it they will inhabit the tie, being able to
only speak with the person that gave them sentience and other people
inhabiting the tie, and can't use radios.

It can also be forcefully entered into from the ghost spawners menu as
long as someone's wearing the tie (or if there's already a tie in it,
that it's being worn by the same person that created the original host).

The tie can theoretically have infinite ghosts inhabiting it, you can
'ghost' verb out of it at any time to leave.

Much of the player-facing texts are taken from
https://github.com/TheSwain/Fulpstation/pull/306 - The parts that were
left out in the port, https://github.com/tgstation/tgstation/pull/62113

Can rename itself at will, but the name of the item itself will never
change, so it is limited to being in the head of the person wearing it.

A harmless reference and improves Detective gameplay by allowing a

also really funny which I have seen to some limited degree with split

SmArtKar 589cf0a904 Refactors how item actions are handled (#89654)
## About The Pull Request

This PR tackles our piss-poor item action handling. Currently in order
to make an item only have actions when its equipped to a certain slot
you need to override a proc, which I've changed by introducing an
action_slots variable. I've also cleaned up a ton of action code, and
most importantly moved a lot of Trigger effects on items to do_effect,
which allows actions to not call ui_action_click or attack_self on an
item without bypassing IsAvailible and comsigs that parent Trigger has.
This resolves issues like jump boots being usable from your hands, HUDs
being toggleable out of your pockets, etc. Also moved a few actions from
relying on attack_self to individual handling on their side.

This also stops welding masks/hardhats from showing their action while
you hold them, this part of the change is just something I thought
didn't make much sense - you can use their action by using them in-hand,
and flickering on your action bar can be annoying when reshuffling your
backpack.

Closes #89653

## Why It's Good For The Game
Makes action handling significantly less ass, allows us to avoid code
like this
```js
/obj/item/clothing/mask/gas/sechailer/ui_action_click(mob/user, action)
	if(istype(action, /datum/action/item_action/halt))
		halt()
	else
		adjust_visor(user)
```

carlarctg d7460f97d7 Adds a new area flag, LOCAL_TELEPORT, given to virtual domains and deathmatch arenas. (#88756)
## About The Pull Request

Adds a new area flag, LOCAL_TELEPORT.

This flag allows teleports ONLY in the same area that the teleport is
used. This allows for short range hijinks without enabling long range
exploits, and thus it's given to DMs and domains.

Changed almost all area_flags & NO_TELEPORT checks to use
check_teleport() (as now areas may use local_teleport instead, and this
lets them check for multiple things instead)

Thus I re-added Void Phase to the heretic scribe in DM and shuffled some
stuff around

(realizing now i neglected to doublecheck if blade breaking tps you to
station. need to check just in case)
## Why It's Good For The Game

It sucks you can't use teleporting abilities in temporary areas, so this
is a good way to allow this to still happen without opening the way for
gamebreaking exploits.

Ghom 778ed9f1ab The death or internal/external organ pathing (ft. fixed fox ears and recoloring bodypart overlays with dye sprays) (#87434)
## About The Pull Request
This PR kills the abstract internal and external typepaths for organs,
now replaced by an EXTERNAL_ORGAN flag to distinguish the two kinds.

This PR also fixes fox ears (from #87162, no tail is added) and
mushpeople's caps (they should be red, the screenshot is a tad
outdated).

And yes, you can now use a hair dye spray to recolor body parts like
most tails, podpeople hair, mushpeople caps and cat ears. The process
can be reversed by using the spray again.

## Why It's Good For The Game
Time-Green put some effort during the last few months to untie functions
and mechanics from external/internal organ pathing. Now, all that this
pathing is good for are a few typechecks, easily replaceable with
bitflags.

Also podpeople and mushpeople need a way to recolor their "hair". This
kind of applies to fish tails from the fish infusion, which colors can't
be selected right now. The rest is just there if you ever want to
recolor your lizard tail for some reason.

Proof of testing btw (screenshot taken before mushpeople cap fix, right
side has dyed body parts, moth can't be dyed, they're already fabolous):

EnterTheJake 8436d3e0de Adds a Quiver to the Syndie rebar + various rebar and bolt improvements. (#86116)
## About The Pull Request

Adds a quiver to the traitor "Syndicate Rebar" kit, can be used to store
rods and reload the Rebar more efficiently.

![image](https://github.com/user-attachments/assets/bedc98d5-4b2d-4a68-b598-0853c17d73cb)

Fixes Rebar bows having more ammo than intended.

Rebar bows will now draw their string with left click instead of just
the use button.

Quivers are now a neck storage item.

Hydrogen bolts have lost their ability to embed and pierce an infinite
number of targets in exchange for a small damage buff , increased
accuracy on bodyparts and the ability to pierce walls.

## Why It's Good For The Game

This PR is the fruit of a discussion spanned over the course of several
months between me and KingKumaArt (the creator of the rebar bows.), He's
now busy abroad, so I'm pushing these changes in his stead.

**Changes to the syndie rebar and quivers**

The syndicate rebar bow is a fun albeit slightly underwhelming weapon,
at least compared to its direct competitor, the revolver.

The numbers prove this, as according to the charts it's very rarely
bought on LRP and doesn't even show on the MRP charts.

https://superset.moth.fans/superset/dashboard/4/?native_filters_key=cBYTbRt2At8pt1VkwV8O7NEZZZeDiIQ5fZgSMfjoICB0yow1BWJXDG5SyV9MJKTf

I think most of the issues with the weapon can be attributed to the
horrible jank that surrounds it.

Reloading and storing ammunition for this weapon is a management
nightmare, as the rods cannot be stacked and have to be manually loaded
by hand, making it horrendous to use in combat.

While that's fine for the makeshift crew version, Traitor weapons should
be more realiable in a combat scenario.

**So i'm squashing both problems by introducing a traitor version of the
quiver.**

It comes packed with the box you get the crossbow from, can be worn on
the neck, stacks up to 20 rods, and features an action button that
allows you to slowly chamber your rods into the rebar.

Video demonstration: https://www.youtube.com/watch?v=nG9efFOyauw

The crew version has also been moved to a neck storage item, but has
half the capacity and lacks the ability to quick reload.

I've also made the firing process slightly less annoying by having left
click draw and undraw the string; as it stands, you have to alternate
left click and use on hand after each shot, which is just jarring.

Created 2 new variables to replace the ALWAYS_HIT_TRAIT, so we don't
have to slap a new trait every time we want to dictate how accurate a
gun or projectile should be at range.

Lastly, I fixed an issue that allowed the bow to fit 1 extra bolt than
its intended capacity. if you were to chamber your last rod, it does end
up nerfing the burst of the syndie variant, as it drops down from 4 to
3, but the smoother reload should make up for it.

**Hydrogen bolts**

As it stands, all the atmosian bolt variants occupy different niches and
they are more or less balanced.

Except for the hydrogen bolts.

With zauker bolts doing 60 toxin damage, guaranteed embed, and Syndie
bolts doing 55 brute + the high delimb chance, Hydrogen bolts just don't
have any real purpose to exist with their lower damage and lack of the
ability to delimb.

Metallic hydrogen in general doesn't have any good applications, the
armor is weaker than your run of the mill sec vest, the axe is a
downgrade over the roundstarting one....; I could go on, point being
that something that requires in depth atmos knowledge and 30-40 minutes
of hard work shouldn't be outclassed by what's readily available at the
start of the shift.

So what if we made the hydrogen bolts go through walls?

Long range weaponry is a niche that remains mostly unfilled in the
traitor arsenal.

The syndicate rebar technically does have a scope, but requiring direct
line of sight makes it unreliable and far too risky to use, since you
could be jumped at any times while you are zoomed in.

So i've made the hydrogen bolts a weaker version of the nukie penetrator
rounds, with slightly lower damage, no infinite pierce and inability to
damage the AI core.

I've also improved their long range accuracy, as these bolts are meant
to be accurate at longer ranges, (they drop off massively past the 15
tiles)

Now yes, the bolts will be accessible to the crew as well, so why am I
discussing this as if it were a traitor change?

Well for starters, the actual applications of a crew atmos tech using
these are fairly limited.

Regular rebar bows can only fire 1 shot at a time, don't have a scope,
and you won't get much mileage out of the wall piercing component unless
you get thermals or x-rays, which are very much a stretch to acquire as
an atmos tech.

In the hands of a traitor, however, I can see it as a potential use for
a long-range sniping tool, if you are willing to commit half of your
round to make the bolts that is.

## Changelog

qol: Left clicking with a rebar crossbow will now draw/undraw the
string.
balance: Rebar quivers are now a neck slot item.
balance: Hydrogen bolts damage has been upped to 55 brute and can now

longer embed however.

bolt had already been chambered.

SkyratBot 2c57d4ac19 [MIRROR] Night Vision Goggles update (#28695)
* Night Vision Goggles update (#84594)

## About The Pull Request
This is a reboot of #84550 but with way less unbearable: mesons are off
the table and I've made the night vision tonalities lighter now, while
also improving the darkness cutoffs of some of them. Btw, you can also
turn night vision googles on/off now. Each pair of departmental night
vision goggles now comes with their own tint to boot.

As always, this doesn't affect nukies and ninjas. They're almost
garaunteed to keep their googles equipped and on at all time, so it
would honestly adulterate the overall experience a little.

Now, for some pictures...

health:

![lite](https://github.com/tgstation/tgstation/assets/42542238/6e56262f-8ed6-4ea9-bab7-2110bc589d65)

The screenshots were taken from varedited goggles on the servers because
it's bit faster than booting up a local server, plus I had to finetune a
few things.

## Why It's Good For The Game
So, I kinda wanted to give a bit of screen colors to goggles that was
not some sort of "optional, by default turned off" kind of crap nobody
cares about, however my previous PR was met with a lot of criticism,
which made me rethink how to do it. I honestly don't want it to be a
burden, but I do want to make them a bit fancier tho.

Also the the medical NVs (and perhaps sec NVs) were a bit crappier than
the rest.

As always, this doesn't affect nukies and ninjas. They're almost
garaunteed to keep their googles equipped and on at all time, so it
would honestly adulterate the overall experience a little.

Now, for some pictures...

Also the the medical NVs (and perhaps sec NVs) were a bit crappier than
the rest.

## Changelog

add: Night vision goggles now subtly tint your screen.
add: You can turn your night vision goggles off. Doing so removes the
tint and the eye protection malus.

carlarctg 4eaa299c0b Cult Vs. Heretic: 7 Months Later Edition (#82877)
## About The Pull Request

This PR was originally meant as a replacement for the Bloody Bastard
blade, but then I stopped existing for 7 months. Now that I'm here
again, I'm finishing the job once and for all.

### **HERETICS VERSUS CULTISTS**

### Heretics

Heretics can now sacrifice cultists, which will give them one of three
gifts: The Cursed Blade, the Crimson Focus, and the Rusted Harvester.
The gifts given are weighted to be spread out equally with each type.
They will also gain one knowledge point.

- The Cursed Blade is a free heretic blade that is more powerful than
the normal heretic blade, including a small block chance. It can also be
used to draw heretic runes off combat mode.
- The Crimson Focus is a necklace that grants focusing and a minor
regeneration effect which also affects nearby heretics, at the cost of
gaining the BLOODY_MESS trait while wearing it. Additionally, it can be
squeezed to heal 50 points of brute/burn damage, injecting yourself with
three to six (separately) units of Eldritch ~~Water~~ Essence and Unholy
Water. Yes, this isn't good.
- The Rusted Harvester is a heretic 'monster' summon. It's a normal
Harvester, but instead of Area Conversion and Forcewall, it has
Aggressive Spread and Rust Construction (Raise Wall). It can delimb, but
only cultists, with a delay. It has an aura of decay, corroding the
environment and withering enemies near it, but it's VERY fragile.

Rusting cultist item dispensers will now cause them to turn into a
Heretic object. Altars turn into small heretic runes, Archives turn into
Codex Cicatrixi, Forges turn into Mawed Crucibles.

Ideally, Heretics would be able to gain an amount of these new powers
and use them to turn the tide against the cultists, amassing their power
and almost forming a sect of their own in turn which sweeps over and
converts the cult.

### Cultists

When a Cultist sacrifices a heretic, two things will happen:

- A new item will be available for creation at one of the dispensers.
- The Heretic will be trapped inside a powerful Haunted Blade.

`/obj/item/melee/cultblade/haunted`
`	name = "haunted longsword"`
` desc = "An eerie sword with a blade that is less 'black' than it is
'absolute nothingness'. It glows with furious, restrained green
energy."`

This blade will be stronger across-the-board than a normal cult sword,
and will even allow those who wield it to cast one heretic spell from
their previous path. The only downside? The heretic can also cast one
spell. It's up to the trapped spirit if it wants to help you, or be a
nuisance.

The unlocked items are:
- The Cursed Blade, again. For cultists, it can be used to draw runes
twice as fast as usual, and they can even right-click it to teleport to
safety, just like a heretic!
- The Crimson Focus, again. Cultists are twice as fast at carving spells
into their body, and they gain a 5th spellslot as long as they wear the
amulet. It still causes hemophilia and grants weak regeneration.
- The Proteon Orb. This orb will create a gateway to Nar'sie's own
realm, spawning one Proteon every 15 seconds, which ghosts can possess.
The gateways cannot be placed close to one another.

Originally, they were going to be able to create a Harvester Shell, but
there were some concerns of it being too OP.

The true Bastard sword has been fully deleted. The null rod conversion
has been changed to a Bloody Halberd instead.

I'm considering re-enabling Stun Hand on Heretics, with Mansus Grasp
stats.

### Other

All the items above can be used by both Heretics and Cultists, no matter
how they were first created. Hell, even normal crew can use them! This
is probably not the best idea a lot of the time, though.

There are a lot of other changes in this PR. A loooooot. I will likely
miss some in the changelog, but I'll try to be as thorough as possible.
There's probably also some leftover garbo that I didn't find and clear
out yet.

## Why It's Good For The Game

Cult and Heretics, despite being mortally opposed, have very few
interactions with eachother, especially now that the Blade's gone. The
only thing of note is just the Heretic's unfair complete resistance to
stun hand, which is only marginally better than the alternative. This PR
will reintroduce their animosity, and give both sides a very, very good
reason to fight eachother.

The Cult will gain a sick sword that keeps the heretic in the game, and
unlike with the original implementation, will recieve a cult-wide bonus
in the form of a powerful, well deserved, and fun new item to summon.

The Heretic will gain powerful trinkets and knowledge from the
sacrifices, incentivizing them to become a terrifying cult-hunter. And
if they do succeed in wiping out the cult, they will have quite the
rewards to help with their ascension.

The crew, while mostly unaffected, will have a damn good reason to not
just Side with the heretic, out of fear of what they may become after
the cult is stomped down. They can also use a few of the items here in
an attempt to get one up on either side, as long as they manage to stay
clear of the side-effects.

Let the heretics eradicate the apostates.

Let the cultists root out the heathens.

SkyratBot c43cef7e8c [MIRROR] Mining armor and suit storage cleanup/generalization/modernization (#27962)
* Mining armor and suit storage cleanup/generalization/modernization (#83437)

## About The Pull Request

### Suit Storage

Makes the suit storage of the various suits consistent across one
another. Now, all the mining suits use a single list which is easier to
maintain.

**The affected suit list is as follows;**

Explorer Suits (and therefore Syndicate Explorer Suits), Goliath Cloaks,
Bone Armor, Drake Armor, Godslayer Armor, Berserker Armor, Mining
MODsuits, H.E.C.K. Suit.

**The list of holdable items is as follows;**

Flashlights, Proto-Kinetic Accelerators, Advanced Mining Scanners /
Mining Scanners, Pickaxes, Upgraded Resonators / Resonators, Ore Bags,
Air Tanks, Spears, special monster organs like Regenerative Cores,
Knives, Proto-Kinetic Crushers, Cleaving Saws (the one that Blood-Drunk
Miners drop), Grappling Guns and Climbing Hooks.

~~It probably doesn't matter too terribly much because you know only air
tanks are going in that slot 95% of the time~~

### Bone Armor and Goliath Cloaks

Bone armor and goliath cloaks both have the same armor values,
environmental protections and coverage as the explorer suit (bone armor
includes the feet due to the sprite physically covering the feet, which
is not a terribly significant balancing point but worth mentioning).

They use the armor plate component to improve the parts of bone armor.
However, they use bone talismans instead of goliath hide to be upgraded.

Goliath cloaks come fully upgraded. You'll see why in a second.

Their recipes are slightly different. Goliath cloaks take nine hides
(I'm so sorry this is for consistency I promise you can't use the
upgrade system with something that deletes its own armor values like
this) and three sinew. Bone armor takes three goliath hides and 6 bone.

### Berserker Armor

Berserker armor can now be improved to the same armor value as drake
armor by using a full suit on both the body and the helmet of the
berserker armor. (Each drake makes two suits, so you need to use up both
suits).

Instead of an armor boost, rage now halves incoming brute damage. Fuck
you, Bubblegum!

### Minor Mining MODsuit Tweak and other armor value changes

The base value for the armor is now 20, rather than 15, so that when it
reaches max ash accretion it has equivalent armor to a fully upgraded
explorer suit. This is only a value difference of 5, but it always
annoyed me seeing it.

All the above mentioned suits also now have a value of about 10 wound
armor. This is because miners do actually experience wounding on
lavaland. Some of the armors had this wound armor. Some didn't. Now they
all do. I don't believe this to have been a deliberate design choice,
but rather, an oversight. Iunno, someone who keeps track of this please
tell me otherwise.

Upgraded suits get a prefix to show they are upgraded. Now, never doubt
whether the miner you are fighting is in a baseline explorer suit or a
riot suit level improved explorer suit ever again!

### Berserker Armor actually covers up clothing/hair underneath properly
and other minor stuff

This is why I started this PR by the way. This one fix. I expand the
scope of my horizons so broadly when I really sit down and PR, don't I?

H.E.C.K. and Berserker helmets can be used for internals.

## Why It's Good For The Game

There is a great deal of inconsistency with regards to the various
lavaland armor you can find and use. Some armors were wildly inferior to
others and only really having value for aesthetic. Some just seemed to
have oversights that didn't seem quite right. And most importantly, the
actual storage list for mining suits in general were not only
inconsistent in of themselves, but were also not being updated as time
goes on.

Bringing them all into line allows for miners to have a bit of freedom
of choice when it comes to appearance, without it becoming a balancing
sticking point nor a detriment to their effectiveness. It is also much
easier to maintain one list than six or seven lists.

Assuming that the baseline of the explorer suit is a-okay for someone to
possess, goliath cloaks and bone armor should now feel more like
fashionable choices rather than, in some cases, being either a worse or
better choice to take (its bone armor, bone armor is the best of these,
its really good generalist armor). I don't care what effect it has on
the ashlander economy. Neither should you.

The minor tweaks and fixes are just stuff that annoyed me for autism
reasons or were oversights due to changes to the items in question or
the game around it. I doubt anyone but me cares very much about these
minor differences, but I like consistency.

Ghom 81a668a727 Changes the scope component to be appliable to other items and not just guns. Binocs and the Curator's mothic cap use it. (#80445)
I've done some changes to the scope component so that it can be applied
to items other than guns.

Binoculars now use it instead of changing the player view size, and lets
them move around while the zoom is on at the cost of a moderate
slowdown. This is both more comfortable, cooler and less laggier than
the previous method. Take in mind it still takes both hands to use
binoculars, so there's no much room for exploitation anyway.

This PR also makes the mothic softcap from the curator kit special: it
too has the scope component, albeit of a much shorter range, because
it's probably the least interesting kit of them all right now and has
nothing that the curator cannot get by walking in the aux base
construction room, except for a pair of pockets in the mothic coat,
though that's superseeded by the Trailwarden kit's saddlepack. It's
pretty fitting if you ask since the softcap has some goofy-looking
googles drawn on it.

Oh, items that aren't guns also have a different mouse tracker icon of
two circles joined together, instead of a reticle.

Fikou b77c1c85ea MODLink System (+ NWTLMM) (#77639)
## About The Pull Request
A pact made with `@Kapu1178`
Small changes you should not care about:
RD MODsuit outfit (admin only) no longer has a beret that blocks the
activation of the suit
The beret used by death squad officers no longer is blocked from being
put on a hat stabilizer module
Admins can now Shear matrices of objects in Modify Transform
Multitool buffers have been a little refactored to use a setter proc
that saves them from causing hard dels
Cooler stuff:
A revival and remake of [Nobody Wants To Learn Matrix
Math](https://github.com/tgstation/tgstation/pull/59103), this time with
additional tooling for quick matrix calculations.

## About The Pull Request

Reworks duffel bags in line with oranges proposed plan.

Basically, instead of just making you slower all the time, they make you
slower while you have them open, but give you the same speed while
they're closed.
As a trade off, opening and closing them takes time, 2.1 seconds
(matches the sound) and 0.5 respectively.

Syndicate bags currently ignore downsides by just ignoring the slowdown,
but that's kinda boring so let's just buff em instead.

They now support holding a limited amount of bulky items (3), filtered
down to things that would otherwise constitute going loud (or otherwise
be useful to carry around as a loudish traitor)

I may have gone a bit overboard on what I whitelisted here, lemme know
yeah?

I also did some fenangling with backpack uses of create_storage, I don't
like this pattern it was a bad idea I think.

## Why It's Good For The Game

I'm unsure if these delays enough, I think any length of time is decent
since it means you need to stop moving and focus on it for a bit.
My hope is this will make them a proper sidegrade, rather then something
that goes unused/acts as newbie bait

## Changelog
🆑
balance: Duffelbags will now only make you slow while they are unzipped.
As a tradeoff, you now need to stand still and zip/unzip them to access
their contents/not move real slow.

Jacquerel 296ca23aa1 Most actions cannot be used while incapacitated (#73513)
## About The Pull Request

Fixes #39775
The `TRAIT_INCAPACITATED` trait is intended to block you from acting but
does not inherently block actions. Actions only check for "conscious",
"has available hands", "immobile", or "lying down".
Most actions still _can't_ be used while incapacitated. This is because
most actions are spells, most spells have invocations, and you can't
talk while you are incapacitated. This is silly.

I have resolved this by adding a new flag which blocks actions while
incapacitated. This is somewhat redundant with "conscious" because most
sources of that also make you incapacitated but not _always_, you might
want the specificity.

I have tried to be discerning about where this flag is applied, it is
not in all cases (for instance you can still swallow implanted pills
while incapacitated and such), but it's not only possible but I can't
really avoid implementing this without it being a balance change in
_some_ cases,

Actions this effects are things such as:
Xenomorph Tail Sweep, Lesser Magic Missile (cult constucts), Heretic
Shadow Cloak, the Smoke spell in general, Conjuring (but not firing)
Infinite Guns, Mime spells

Times when these actions will no longer be available but were previously
are such times as when the mob is:
Stamina Crit, Stunned, Paralysis, and Time Stopped.

## Why It's Good For The Game

The incapacitated trait is applied by effects which should block acting
but still permits several actions which logically would be prevented.
This fortunately hasn't come up too often due to the high ratio of
actions with invocations, but it feels bad to stun someone and then have
them still able to perform an action they logically wouldn't be able to
take while stunned.
This is especially egregious in the case of Time Stop (the only way to
stun a lot of the mobs effected by this) but that's a rare pick on a
rare antagonist and would also rarely be used on these mobs, so a bit of
an edge case.

## Changelog

fix: Many spell-like abilities which could be stunned, paralysed, or
frozen in time now cannot be.

MrMelbert 329921639a Rewrites how action buttons icons are generated, makes them layer nicer. Allows observers to see a mob's action buttons. (#71339)
## About The Pull Request

- Rewrites how action button icons are generated.
- Prior, generated an action button icon was fairly simplistic and
didn't allow for many changes. Someone recently added the option for
overlays to be generated over action buttons, but the framework was very
weak.
- Now, action button icon generation is split across multiple procs,
like atom icon updates.
      - The background of action buttons are underlays
- The actual icon of the action button is the icon and icon state of the
action button movable
- The rim / border of the button is an overlay, layered overtop the
button.

- Allows observers to see what action buttons a mob has. They even
update in real time! And no, the observers cannot click on them.

## Why It's Good For The Game

- Runechat text of action buttons are no longer hidden behind the actual
icon. This was very ugly with cooldown actions, as the cooldown text was
hidden behind a lot of spell icons.
- Cuts down on a lot of icon duplication.
- Gives much finer control over action button icons
- Saves a bit of processing from generating full action button icons
when not necessary. Not implemented in many places, but is in some.

## Changelog

🆑 Melbert
add: Observers can now see what action buttons an observed mob has. No,
you can't click them. And no it doesn't show EVERY action.
refactor: Refactored how action button icons are generated. Some actions
will now use a colored border when active instead of just turning green.
Cooldown text will also appear on the top layer of actions too. If you
see any funky lookin' icons (namely their borders), let me know.
refactor: Bluespace Golem's teleport action is now a cooldown action.
fix: Construct actions go to the middle of the screen like expected.

AnturK 4d6a8bc537 515 Compatibility (#71161)
Makes the code compatible with 515.1594+

Few simple changes and one very painful one.
Let's start with the easy:
* puts call behind `LIBCALL` define, so call_ext is properly used in 515
* Adds `NAMEOF_STATIC(_,X)` macro for nameof in static definitions since
src is now invalid there.
* Fixes tgui and devserver. From 515 onward the tmp3333{procid} cache
directory is not appened to base path in browser controls so we don't
check for it in base js and put the dev server dummy window file in
actual directory not the byond root.
* Renames the few things that had /final/ in typepath to ultimate since
final is a new keyword

And the very painful change:
`.proc/whatever` format is no longer valid, so we're replacing it with
new nameof() function. All this wrapped in three new macros.
`PROC_REF(X)`,`TYPE_PROC_REF(TYPE,X)`,`GLOBAL_PROC_REF(X)`. Global is
not actually necessary but if we get nameof that does not allow globals
it would be nice validation.
This is pretty unwieldy but there's no real alternative.
If you notice anything weird in the commits let me know because majority
was done with regex replace.

@tgstation/commit-access Since the .proc/stuff is pretty big change.

Also makes suicide_act take a `mob/living` as an argument instead of a

Jacquerel 140c12b580 Giant Spider action fixes & Action feedback (#70848)
I went into this just planning on fixing some weird behaviour with
spider buttons and ended up touching a lot of files.

Specifically this is because some of the actions used by Giant Spiders
would print feedback messages in IsAvailable, which was bad because this
is called every time the button updates and so would (for example) print
a bunch of messages about eggs existing when you spawned as a
broodmother because the lay eggs button would be checking for that when
it was granted to you.
The feedback _is_ useful though so I've implemented a pattern used in
Spell where we just pass a flag describing whether we want to print it
or not, which is generally set to true in Trigger() or if the player
physically pressed the button.

A side effect of this is that any action with usability flags (such as
"not when handcuffed") will now tell you why it is failing if you click
it while it is unusable, which is nice.

The spider changes are largely to make sure that their buttons are
tinted at the correct time, they were previously tinted red as if
inactive at almost all times due to the icon not being updated when
relevant conditions changed.
This necessitated adding a new signal (two actually) sent when a
do_after begins and when it ends (for any reason, including premature
interruption).

I also fixed a quirk where the Wrap ability had a permanent 'active'
outline after using it once (the icon states were inverted).

I also fixed a bug where you could just lay infinite enriched eggs after
eating one guy, which is not how the game describes it as working.
I looked up the PR adding it
(https://github.com/tgstation/tgstation/pull/54451) and one egg per kill
seems to be how it is supposed to work.

And finally I changed a few nurse spider to_chats into balloon_messages,
on the principle that they're not information which needs to stick
around for more than a few seconds.
