## About The Pull Request
There is technically an `/obj/item/stamp/granted` in that one traitor
objective refers to it and tries to override a proc on it thus making it
a valid type, but not really. This changes the base `/obj/item/stamp`
from being the granted stamp to being an abstract type, and creates a
proper subtype for the granted stamp.
## Why It's Good For The Game
Base types being concrete outside of scenarios where its intuitive are
very annoying

## About The Pull Request
So, some admin verbs/tools that used tguis, i.e edit/debug planes, were
available to admins with +DEBUG... but the ui_state used
`GLOB.admin_state`, which checks for +ADMIN - meaning that if they
_only_ had +DEBUG, they would have the verb... but it would do nothing
when they used it.
I've refactored `GLOB.admin_state`, `GLOB.debug_state`, and
`GLOB.fun_state` into a merged `/datum/ui_state/admin_state`, with a var
for which specific permissions are being checked for.
You now use the `ADMIN_STATE(perms)` macro to get the UI state for those
specific perms, i.e `admin_state(R_ADMIN)` or `admin_state(R_DEBUG)`,
and the resulting UI state will check for _those specific perms_.
These are initialized and cached in `GLOB.admin_states` (which should
never be directly accessed).
So, I've went thru every single usage of `GLOB.admin_state`,
`GLOB.fun_state`, and `GLOB.debug_state`, and made them all use
`ADMIN_STATE()` with the actual permission flags needed to use said UI
in the first place.
## Why It's Good For The Game
Kinda dumb for specific admin permissions to be granted verbs that don't
let them use it anyways.

Now there are fax machines that receive and send messages on behalf of
the special networks of NT and syndicate
Also added centcom stamps to centcom (funny, they weren’t there)

## About The Pull Request
Removes all of the duplicate global lists for specific machine types
where the only thing they do is store all machines of that type.
Adds machine tracking to SSmachines in the form of a list for all
machines, and then an associative list for machines by their type.
Previously we have machines in multiple global lists, such as airlocks
being in GLOB.doors, GLOB.airlocks, GLOB.machines.
This makes that not a thing, and also means that iterating through
GLOB.machines looking for a specific type is no longer as expensive.
## About The Pull Request
This PR allows admins with R_FUN to create paper that doesn't sanitize
as much HTML as the default, player-accessible paper. Specifically, the
ability for admins with R_FUN to add images that papercode would
normally sanitise via HTML img tags.
## Why It's Good For The Game
I'd like to make some fancy papers to send as faxes, but the current
sanitization doesn't allow for images.

## About The Pull Request
Does what it says on the tin, instead of being able to fax central
command fax machines are linked to a randomly selected Nanotrasen
department. Current options are as follows but more can be added if any
creative ideas are provided.

## Why It's Good For The Game
Re-restricts contacting the top dogs at central command to people with a
captain ID. Being able to contact central commands highest ranks from an
IC perspective makes sense to be restricted to the captain only through
the use of the communications console. The crew can instead contact what
is likely an intern working in a specialized department.
