tonty aaead63f36 Cleans up /proc/find_safe_turf(), documenting and improving code (#93848)
## About The Pull Request

`/proc/find_safe_turf()` was cleaned up so that it did not have two
arguments that accomplished the same thing, removing opportunities for
user errors when calling the proc. Additionally, since I was here, I
decided to clean up some of the code and document it.

Some thresholds were changed in this PR (the max temperature threshold
was dropped from 360K to 340K), but I believe that it's better to keep
them consistent instead of using arbitrary values.

Kapu1178 a0e862d575 Base implementation of /datum/persistent_client (#89449)
## About The Pull Request
Converts `/datum/player_details` into `/datum/persistent_client`.
Persistent Clients persist across connections. The only time a mob's
persistent client will change is if the ckey it's bound to logs into a
different mob, or the mob is deleted (duh).

Also adds PossessByPlayer() so that transfering mob control is cleaner
and makes more immediate sense if you don't know byond-fu.

## Why It's Good For The Game
Clients are an abstract representation of a connection that can be
dropped at almost any moment so putting things that should be stable to
access at any time onto an undying object is ideal. This allows for
future expansions like abstracting away client.screen and managing
everything cleanly.

Lucy d656f0f4ec Refactor GLOB.admin/debug/fun_state into cached /datum/ui_state/admin_state instances (#89417)
## About The Pull Request

So, some admin verbs/tools that used tguis, i.e edit/debug planes, were
available to admins with +DEBUG... but the ui_state used
`GLOB.admin_state`, which checks for +ADMIN - meaning that if they
_only_ had +DEBUG, they would have the verb... but it would do nothing
when they used it.

I've refactored `GLOB.admin_state`, `GLOB.debug_state`, and
`GLOB.fun_state` into a merged `/datum/ui_state/admin_state`, with a var
for which specific permissions are being checked for.

You now use the `ADMIN_STATE(perms)` macro to get the UI state for those
specific perms, i.e `admin_state(R_ADMIN)` or `admin_state(R_DEBUG)`,
and the resulting UI state will check for _those specific perms_.

These are initialized and cached in `GLOB.admin_states` (which should
never be directly accessed).

So, I've went thru every single usage of `GLOB.admin_state`,
`GLOB.fun_state`, and `GLOB.debug_state`, and made them all use
`ADMIN_STATE()` with the actual permission flags needed to use said UI
in the first place.

## Why It's Good For The Game

Kinda dumb for specific admin permissions to be granted verbs that don't
let them use it anyways.

## Changelog

admin: Certain UI-based tools (plane debugger, filter editor, etc) that
were given to admins with only +VAREDIT or +DEBUG, but refused to open

permission.

John Willard 1880003270 Reworks silicon/ai access checking & fixes some ui_act's (#84964)
## About The Pull Request

Currently to check for Silicon access, we do:
``if is silicon or is admin ghost or has unlimited silicon privileges or
has machine remote in hand``
What has unlimited silicon privileges? Bots, Drones, and admin ghosts.
To check for AI access, it just checks for AI instead of silicon, and
doesnt check for unlimited silicon privileges.

This was kinda silly, so I thought I should make this a little easier to
understand.
Now all silicon/ai traits come from ``AI_ACCESS_TRAIT`` or
``SILICON_ACCESS_TRAIT``. I made a single exception to keep Admin ghost,
since now instead of being a var on the client, we moved it to using the
same trait but giving it to the client instead, but since we have to
keep parity with previous functionality (admins can spawn in and not
have this on, it only works while as a ghost), I kept previous checks as
well.

No more type checks, removes a silly var on the mob level and another on
the client.

Now while I was doing this, I found a lot of tgui's ``ui_act`` still
uses ``usr`` and the wrong args, so I fixed those wherever I saw them,
and used a mass replace for the args.

Other changes:

- machinery's ``ui_act`` from
https://github.com/tgstation/tgstation/pull/81250 had ``isAI`` replaced
with ``HAS_AI_ACCESS``, this has been reverted. Machine wands and admin
ghosts no longer get kicked off things not on cameras. This was my
fault, I overlooked this when adding Human AI.
- Human AI's wand gives AI control as long as it's in your hand, you can
swap to your offhand. I hope this doesn't end up going horribly,
otherwise I'll revert this part. It should let human AIs not have their
UI closed on them when swapping to eat food or use their door wand or
whatnot.
- Bots previously had special checks to scan reagents and be
unobservant, I replaced this with giving them the trait. I also fixed an
instance of unobservant not being used, so now statues don't affect the
basic creature, whatever that is.

## Why It's Good For The Game

This is an easier to understand way of handling silicon access and makes
these mobs more consistent between eachother.
Other than what I've mentioned above, this should have no impact on
gameplay itself.

## Changelog

fix: Statues don't count as eyes to creatures.

BurgerLUA e87045b377 Tweaks some instances of get_safe_turf so things like the nuclear disk doesn't accidentally teleport to the Icebox Syndicate Base (#83012)
Yes, I know preventing the nuke disk teleporting to the icebox syndicate
base (or possibly the wendigo arena) is removing soul. Please don't kill
me :(

## About The Pull Request

Adds some missing variables to instances of get_safe_turf() so they will
only teleport to the given z-level.
Replaces some instances of get_safe_turf() with
get_safe_random_station_turf().

## Why It's Good For The Game

First, the differences between get_safe_turf() and
get_safe_random_station_turf():

### get_safe_turf()
- gets a random safe turf on a z-level (usually any of the staiton
z-levels), not accounting for the /area/
- should be used if you don't care if it spawns on the station or not,
or if you need to specifically teleport to a z-level
- not very expensive performance wise

###  get_safe_random_station_turf()
- gets a random safe turf that will always be a station area, ignoring
z-level.
- should be used if you NEED the turf to be on a station's area
- slightly more expensive performance wise than get_safe_turf, but still
very cheap

Some code was using get_safe_turf() when it should've been using
get_safe_random_station_turf(), and some code that should be using
get_safe_turf() were incorrectly using the zlevels arg instead of zlevel
arg (Yes, there is a difference), or didn't include it at all.

All the changes were made to my best judgement. If you're curious about
a change, please ask and I will explain why I did it.

13spacemen 357799c8a5 Removes Orbit Polling Component, SSpolling improvement (#81748)
When I made SSpolling, jlsnow gave me his blessing to delete the orbit
polling component [where you orbit something for 20 seconds before it
chooses a ghost from the orbiters]
It's only used in a few places like soulstones replacing
jobbanned/inactive players, etc.

Also upgraded SSpolling; you can now place a little icon on the sides in
the chat message, chat message looks a lot nicer, the alert pic and the
jump target don't have to be the same anymore, and I made it be able to
pre-pick candidates since 90% of the use cases would just want 1
candidate

Also prints to chat who the chosen one was

Also made slime intelligence potions ask the user for a reason, which
will be displayed in the alert poll

John Willard aace5f46f4 You can do more things while floored (#81641)
## About The Pull Request

While on the floor, you can:
- Use the UIs of Atmos machinery (except thermomachine and bluespace gas
vendor), Holopads, Crayons (spray cans too), radios, and Disposal bins
- Close extinguisher cabinets with Right-Click
- Click and drag yourself onto a photocopier to climb onto it.

I also changed all instances of ``ui_status`` to have all the args it's
being passed, I was messing with it a bit but it's gonna be for a later
PR.

Timberpoes 8a6f660141 Fixes runtime which prevents Sentience Fun Balloons working. (#80536)
## About The Pull Request

Fixes #80534

```
[2023-12-23 19:23:03.446] RUNTIME: runtime error: Cannot read "sentience fun balloon".layer
...
```

Classic off-by-one error, except instead of a mathematical error it was
a logical error.

`/datum/controller/subsystem/polling/proc/poll_ghost_candidates_for_mobs(...)`
called `poll_ghost_candidates` with an incorrect number of args,
omitting the `flashwindow` arg and causing `pic_source` to be passed as
`flashwindow` and `role_name_text` to be passed as `pic_source`.

Since `role_name_text` is a string, this causes the above runtime as the
code tries to access the `.layer` member of the string. Which strings
don't have. Because they're strings.

I added the missing `flashwindow` arg and tidied up the base proc call a
touch back at the sentience balloon layer, since I noticed it was using
named args out of order which - while valid - could cause issues in any
future refactor or copypasted code.

13spacemen 908d6f1a2b Better Ghost Selection (#80283)
## About The Pull Request
Revived my old PR https://github.com/tgstation/tgstation/pull/68901

Replaces the annoying tgui alert popup "Do you want to be X? | Yes | No
| Never for this round" that is hard to read and steals window focus,
with a nice clean alert in the top right that counts down. If it's the
same event/mob they stack with 2x, 3x, etc. It also shows how many
candidates/ghosts are signed up.

The poll alerts have screentips too, they countdown and show if you're
signed up, how many people are signed up, if you chose "never for this
round" (which is cancelable)

Timberpoes 25de7ded2b Fixes being able to spam ghost role notifications. (#61085)
There are methods that let players spam the everloving shit out of ghosts with BONG BONG BONG BONG BONG BONG BONG etc. through being able to constantly poll ghosts for roles with no restriction or cooldown.

Examples are laughter and slaughter demon antag_spawners.

It makes no sense to be able to concurrently poll for the same mob. As a result, I've now added a guard against this. The proc has been given a static list of mobs it's polling for ghost roles for. If it's already polling for ghost roles for a given mob, then it just early returns with an empty list, otherwise it adds the mob to the static list when the poll starts and removes it when the poll ends.

I've also done a little cleanup in var names and the proc name, with a find-and-replace done. There weren't many things calling it and none used named keywords in the args so should be fine.

There is also poll_candidates_for_mobs (also included in my cleanup) - This proc is basically only called by admins via sentience balloons and they have their own guards against spamming (the balloon pops and thus can only be used once)

Also fixes an issue in /mob/living/silicon/robot/proc/replace_banned_cyborg() where incorrect args were used in the proc call to poll for candidates.

Watermelon914 375a20e49b Refactors most spans into span procs (#59645)
Converts most spans into span procs. Mostly used regex for this and sorted out any compile time errors afterwards so there could be some bugs.
Was initially going to do defines, but ninja said to make it into a proc, and if there's any overhead, they can easily be changed to defines.

Makes it easier to control the formatting and prevents typos when creating spans as it'll runtime if you misspell instead of silently failing.
Reduces the code you need to write when writing spans, as you don't need to close the span as that's automatically handled by the proc.

(Note from Lemon: This should be converted to defines once we update the minimum version to 514. Didn't do it now because byond pain and such)
