Watermelon914 79b00baad2 Refactors subsystems to use dependency-ordering to determine init order. Subsystems can now declare their own dependencies. (#90268)
## About The Pull Request
As the title says.
`init_order` is no more, subsystems ordering now depends on their
declared dependencies.
Subsystems can now declare which other subsystems need to init before
them using a list and the subsystem's typepath
I.e.
```dm
dependencies = list(
    /datum/controller/subsystem/atoms,
    /datum/controller/subsystem/mapping
)
```
The reverse can also be done, if a subsystem must initialize after your
own:
```dm
dependents = list(
    /datum/controller/subsystem/atoms
)
```
Cyclical dependencies are not allowed and will throw an error on
initialization if one is found.
There's also a debug tool to visualize the dependency graph, although
it's a bit basic:

Subsystem load ordering can still be controlled using `init_stage`, some
subsystems use this in cases where they must initialize first or last
regardless of dependencies. An error will be thrown if a subsystem has
an `init_stage` before one of their dependencies.

## Why It's Good For The Game
Makes dealing with subsystem dependencies easier, and reduces the chance
of making a dependency error when needing to shift around subsystem
inits.

Jacquerel 53248581a3 Traitor Reputation does not scale with population & reintroduces population locked items (#89617)

Closes #89617

Prior to progression traitor some items were only available with a
minimum number of (normally 25) players in the round.
These items were:
- The dual esword
- Noslip shoes
- The ebow
- Holoparasite
- Sleeping Carp
- Contractor Kit
- Maybe a couple of others that I forgot to write down

When we moved to a progression system this concept was merged with
reputation; under 20 players your reputation would advance more slowly
thus making these "dangerous" items less obtainable and also serving as
a sort of scaling factor on rewards (with fewer players the secondary
objectives are easier to complete, so the reward is commesurately
lower).

Now that we have removed secondary objectives this doesn't really make
sense any more, so now reputation simply advances at a rate of one
second per second all the time, but that leaves the old population locks
in question.

So... I just recoded items that are only available when there are enough
players

(This iconography simply vanishes once the pop level is reached).

Note that this is based on "players who have joined" (roundstart +
latejoin), not "players who are online" or "players who are alive".
Once an item becomes available it will never stop being available, but
it only becomes available based on people who are playing and not
watching.

Currently the only items I applied this to (with a value of 20 players)
are:
- Dual esword
- Sleeping Carp
- Spider Extract (the spider antagonist usually requires like 27
players)
- Romerol

It isn't applied to anything else.

## Why It's Good For The Game

Reputation isn't really a tool used to designate how dangerous an item
is any more (if it ever was) and resultingly it doesn't make any sense
to slow its gain based on population.
Some items though we maybe still don't want to show up in a "low pop"
round because they'll create an overall unsatisfying experience, so we
should be able to remove those items from play.

Jacquerel 434e4e435e Removes Secondary & Final Objectives from Traitors (#89466)

Pre-discussed with @Watermelon914, this PR removes Secondary & Final
Objectives from all Traitors, rather than just midround ones. It also
removes all of the surrounding supporting code.
Randomly assigned Primary Objectives still exist, I just used the
ability to rewrite mine to take the screenshot.

In terms of final objectives, the surrounding items that were available
still exist but don't necessarily have sources.
If anyone has good ideas for readding these in some other form it can be
done in future PRs.

It also allows all traitors to buy the Contractor kit, previously
limited to midround traitors which lacked secondary objectives, because
now all traitors lack secondary objectives.

This essentially limits all traitors to a maximum of 20 TC (16 if they
spawn with an uplink implant). Currently I don't foresee that they
strictly need any additional way of gaining TC during a round as 20 is
quite sufficient, but it may take some time to adjust and get used to it
after such a long time of having access to more. If we need to adjust
the starting value or add a slow drip of more points over time or
something, that can be done in followup PRs.

This also removes the ability to recreate your uplink added by my
beautiful wife in #74315
This was part of the progression traitor design document, but ultimately
probably a bad idea as it essentially made traitors impossible to
properly disarm. You will once more just need to carefully protect your
uplink.

**This does not remove the threat/progression system**. 
Like midround traitors, all Reputation requirements on gear are now
simple timelocks, most of which will have elapsed by the time 30 minutes
have passed.

**Finally** this PR also adds Romerol to the traitor uplink for 25 TC
and 30 minutes of reputation, as a treat (and because I removed the
final objective that previously granted it).

## Why It's Good For The Game

We've tried this system for a long time (3 years last month!) and while
I think it had a lot of promise, enabled some cool moments, and also
solved several of the problems it set out to solve, overall I think some
of the behaviours it has encouraged in players have been overall
negative for the game.
While the _game systems_ are fine, even quite fun and cool (especially
final objectives) I am of the opinion that having them in the game
creates a net negative purely in the way that they react with players'
_brains_, creating incentives towards behaviour we don't actually want
people to pursue.

While it's hard-to-impossible to prove any of this with hard data, there
has been a prevailing feeling for some time among many (though certainly
not all) people that the simple fact of _having_ a constant drip-feed of
objective available to players leads directly to less interesting
antagonist play. While certainly nobody is _forced_ to do secondary
objectives you are directly and quite strongly rewarded for doing so,
doing so efficiently, and doing so in a way which makes sure that nobody
(alive) sees you do it. This leads to a tendency to play defensively and
try to maximise the number of tasks you can complete in one round, which
also has a knock-on effect of generally minimising the number of people
you attempt to interact with in a round (unless you are killing them).

Even people who _intend_ on doing some more interesting gimmick can fall
into this trap, as "having more tools" is always useful for anyone who
is intending on any kind of plan at all, but then executing on the
secondary objectives again incentivises you to lay low, not interact
with anyone, be efficient, and then reduces the time you are spending
doing the thing that's your actual plan for the round. Removing the
ever-present temptation to fish for extra TC leaves "doing whatever your
actual plan is" as the sole thing to optimise.

Final Objectives too have created unfortunate psychological effects
between crewsided players and other antagonists. Because of the _threat_
(no matter how remote, Final Objectives have always been tuned to be
appropriately rare) that leaving any antagonist alone will cause them to
snowball by acquiring more power, it starts to feel foolish to respond
to any threat with less than the maximum possible level of force even if
they seem relatively innocuous in the moment. This even has an effect on
other non-progression antagonists, as traitors are the most common
antagonist type and how people treat them is going to be their default
level of reaction to most other station threats.

While there has always been the promise of expanding the system with
novel and exciting objectives that leverage appearing mid-round to do
something unique, we've taken very little advantage of that over time.
Most objectives we have added that didn't boil down to "kill someone,
with a twist" have been somewhat unsuccessful, serving either as ways to
get yourself arrested and killed for no reason or ways to get free
telecrystals by doing something the crew don't really care about
stopping you from doing. The option still exists to add more roundstart
objectives to traitors, if someone suddenly has a great idea that would
fit in this space.

The ideal outcome of making this change is a slight relaxation of crew
attitude towards feeling like their only option after catching an
antagonist that isn't sandbagging is to permanently remove them from the
round (although it's fine to do this still in many scenarios), and a
broadening of traitorous activity which is not purely focused on
collecting as many checkboxes as possible and might give people more
time to roleplay with other players, not worrying that this time could
have been more efficiently spent pursuing a different secondary goal.
I don't anticipate or desire that this will prevent traitors from
killing anyone (or even stop them from killing people they don't have a
specific objective to kill), I just want to remove the FOMO from
people's minds.

Also this gives us something to talk about at the coder townhall meeting
on the 22nd.

## About The Pull Request

Reputation for traitors serves two goals:
_Primarily_ it is a timelock. Secondarily, it can drive interaction with
secondary objectives by giving you a little reward.

The way that progression traitors work is that reputation is earned
every minute, so that when a developer is adding a new item for the rep
cost they can just write "30 MINUTES" and it means that the item will be
available when 30 minutes have passed, or a little earlier if the
traitor does some secondary objectives.

_Currently_ when traitors arrive on the station they get reputation
equal to _60%_ of the reputation that they would have had if they became
a traitor at the start of the round and then had hidden in a locker
until the current time.
This PR increases that to 100%, so if you are activated as a sleeper
agent 30 minutes into the round you will immediately have 30 minutes of
reputation. With this and your standard 20TC you can buy almost anything
in the uplink, such as a syndicate bomb.

## Why It's Good For The Game

Given that it is primarily supposed to be a time lock to prevent people
from immediately accessing items which can rapidly pivot the round, it
doesn't make sense that late joining traitors are "penalised" in this
way. If we're ok with a roundstart traitor having a bomb right now, we
should be ok with a latejoin one having one too.
As far as I am concerned secondary objectives should be something you do
for a _bonus_, and anything which can drag people away from being 100%
mechanically focused in order to chase the increasing number in favour
of just being able to do their damn gimmick is a good thing.

## About The Pull Request

Fixes #77943
Moves the generation of traitor theft objective targets from `new` of
`/datum/objective/steal` to `initialize` of
`/datum/controller/subsystem/traitor`

`/datum/objective/steal` we would generate the full list of possible
theft targets _only_ if the list was already empty.
A recent PR added a secondary "destroy item" objective which has no rep
prerequisite, as a result it is initialised as soon as a traitor datum
is assigned. Importantly this happens _before_ the traitor's theft
objective is assigned.
The "destroy item" objective generates its own item targets using the
"theft item" datum as it is a type of thievery, this pollutes the list
to contain more than 0 entries.
From this point on the only things people can be assigned to steal are
the items that traitors can be assigned to destroy early in a round,
which aren't valid for most kinds of theft objective.

Making the subsystem generate the list before traitor datums are
assigned resolves the race condition, the number of rounds where
_nobody_ has any kind of theft objective and this list is unused is
exceedingly small.

## Why It's Good For The Game

You can get primary theft objectives again.

Three main things I do:

Reinforce the remap that i have made with code changes, making the atmos control devices sane and easy to put if someone else stumbles upon this part of the code again. (a4aea1e - f16e620)

Splits the ordnance areas and renames them, kills ordnance misc and things that have nothing to do with ordnance (anymore?) moves them to exp_lab (useful stuff here) and aux_lab (fluff stuff here like laser range in delta or second circuit lab in tram). (0c99f9f- 3c82a88)

Adds a roundstart program disk containing nt frontier to the ordnance office table. Added a hint to file manager there too to help give players a nudge on how to publish papers. (fd747dc)

First one: Makes mapping these things not require varedit, nicer for other people that dont know how the atmos control stuffs works.

Second one: Misc lab has nothing to do with ordnance jesus christ. Also ord hallway is now irrelevant, our ordnance labs are very far from box now. Will probably make downstreams a bit angry for a while though since they might not be fully up to date on the ordnance maps.

Third one: Pretty much justified it in the about section.

Why is this not atomic: This touches all five maps and needs code backing, so I might as well combine them into one maintenance PR instead of giving my peers merge conflict three times.

* 3(or 4) new traitor objectives (#67287)

This PR introduces 3 new kind of traitor objectives:
Eyesnatcher objective, you'll need to remove your victim's eyes by any means. You will be given a device that you can use to pull out someone's eyes after 3 5 second delays. This would be quite loud and painful to the victim, so make sure you got them restrained or knocked out.

"Public" Sleeper protocol - this is a high progression(30+ minutes) objective. It's basically Sleeper Protocol, but availible for everyone instead of only med personnel.

Locate Structural Weakpoint - a high progression(45+ minutes) objectives that can be only completed once. You will recieve a device that you'll need to use in 2 different (somewhat secure) areas in order to triangulate the structural weakpoint of the station, you'll need to stay in the area for 30 seconds and station AI will be alerted about your attempt. After triangulating it, you will be given a location-locked explosive which will also create from 5 to 8 minor explosions in a 17-25 tile area.

Kidnap personnel - Basically old contractor kidnap. Down someone, get them to the extraction location, call in a pod, stuff them into it and send it back. Additional TCs if you bring them alive.
