Refactor BT compiler to support multiple code directories (#97240)
Changes the behavior tree compiler to take a list of code directories instead of just using hard-coded `code/`, this makes it possible for downstreams to have modular behavior trees properly compiled Nearly all downstream forks active today have code in places other than `code/`, this makes the BT compiler account for that N/A |

Replaced our NPC AI with Behavior Trees. (#96628)
This PR replaces our current NPC AI with a [behavior tree system](https://en.wikipedia.org/wiki/Behavior_tree_(artificial_intelligence,_robotics_and_control)). Behavior trees are a common way of creating AI in which you place nodes in a tree structure to define what actions an AI should take. AI controllers defined a list of /datum/ai_planning_subtree types in behavior_nodes. Each subtree was a self-contained unit that could call queue_behavior() to fire off /datum/ai_behavior actions. The controller iterated subtrees in order, each one deciding independently whether to queue something and deciding whether the next subtree would run. This has a few issues: 1. There's no real structure; you are just defining a list of things to try in order. 2. There was a loooot of subtrees that were basically the same as another but with some slight modification 3. It was hard to understand. Controllers now define a single json file describing a tree of nodes. The tree is composed of structural composites: Sequence - do A, then B, then C (and so on) Selector - try A, if it fails try B, then C (and so on) Parallel - run A and B simultaneously, with configurable failure/success policies and or looping behavior Subplan - loop a child continiously Along that we also have "Decorators". These are nodes that basically check a condition (E.g.; do we have a combat target). These decorators can be used to gate behavior and are re-useable across behavior trees. They also have a concept known as "Observers". Which lets them cancel lower priority behavior in case their condition changes (Which we check whenever a signal fires that fits that specific decorator). This makes the AI much more responsive to change in environment. For behaviors, we still use the ai_behavior datums. These are the actual behaviors such as "Move to X", "Attack X". The only major change is that these can no longer sleep() since they now run in the ai_controller. Lastly, we now also have subtrees, except now they are essentially pieces of behavior tree that can be re-used, or even overriden at runtime or as a variable. Allowing for making modular AI made out of several smaller trees. You can set variables on these nodes directly via the extension (see below), which should reduce the need to make subtypes of behaviors by a lot. All of these vars are saved on the JSON and will be applied at runtime. If you are using subtrees, you can also assign "bindings" to these variables, which will allow instances of the subtree to override those variables. I will also make a tutorial to go over more depth on what the system offers because I kind of suck at doing technical write-ups. Targetting has been changed to. I've made a new acquire_targets behavior that takes a target_source (what am I targetting) and targetting_strategy (what does the candidate need to fulfill to be considered a target). This allows us to make composites targetting combinations to reduce the amount of specific find_and_set esque behaviors we had before. Not everything is ported to this system but that would be a longer term goal. I've added a new build_bt script that converts all the behavior tree JSONs into compiled versions. Why is this needed? Because I wanted to keep using defines in behavior trees, so we need a way to convert this into literal values before we send it to DM. This script runs on compile and should also run in CI (If I didn't fuck that up!). This saves to a new build/ folder. I've ported every single AI in the game to this system (except raptors, Kobsa is working on those so should be in soon!), so I do expect some bugs to come out of this. But I also fixed some issues that have probably been in the game for a long time such as: - Fixed penguins being unable to fish - Fixed bileworms not being able to devour people - Fixes goldgrubs not grubbing gold (they could not mine!) - Lizards actually eat food they find Either way, I'd reccomend a long TM on this. 1. (Hopefully) a better development experience for making AI 2. Less copy-paste for behaviors, we should be able to re-use more pieces to make behavior 3. [NO GBP] Change ref for GBP and auto changelog checkout (#96751)
## About The Pull Request Opening #96750 made me realize that using `github.base_ref` will fail if the targeted branch doesn't contain the files referenced later in the workflow (the `gbp-balances` repo is missing all the scripts invoked by those workflows), change the steps to instead check out the default branch of the repo because that makes more sense in the context of what the workflows are doing ## Why It's Good For The Game Workflows will still work even if the PR targets a branch that doesn't have the scripts ## Changelog N/A |

Fix GBP and auto changelog workflows not working (#96667)
## About The Pull Request The `pull_request_target` trigger by default checks out the head ref of the PR but runs with the secrets of the base ref, which a bad actor can take advantage of, GitHub blocks the most common vector of this by default now. Better Unit Tests - Runs All Of Them On A Single Map (exc. map unit tests) and C&D Split-Up (#96368)
## About The Pull Request
### Don't run every single test
I've had this on my mind for several months and it being brought up
recently reminded me so here we are.
Unit tests only run on `runtimestation_minimal.dmm` now with the
exception of map tests. The following unit tests are declared as map
tests but I didn't see any map dependent logic so 🤷
- `/datum/unit_test/maptest_baseturfs_unmodified_scrape`
- `/datum/unit_test/maptest_baseturfs_placed_on_top`
- `/datum/unit_test/maptest_baseturfs_placed_on_bottom`
- `/datum/unit_test/maptest_get_turf_pixel`
- `/datum/unit_test/maptest_load_map_security`
- `/datum/unit_test/maptest_modular_map_loader`
- `/datum/unit_test/maptest_turf_icons`
`/datum/unit_test/subsystem_init` isn't really a mapping unit test but I
figured somehow, someway, maps might fuck with subsystem initializations
so I just decided to include it.
### Splits up the create & destroy test
Idk, pretty simple. Create & destroy is now split up across all
integration tests and ran in parallel.
## Why It's Good For The Game

Extends CI's unit tests timeout to 55 minutes (#96365)
## About The Pull Request We allow C&D to run at most 50 minutes as its hard timeout, so we should have a matching timeout on the tests. I'm open to lowering both of these, I do think 15 is far too small in the case of hard deletes however, you want to be able to track those down effectively and searching can take a while. |

Pins release downloader to actual version instead of commit hash (#95834)
Closes #95833 Hopefully this will reduce dependabot spam and actually tie it to a set version that can be audited at https://github.com/robinraju/release-downloader/releases/tag/v1.13. I think this had to be on some sort of interstital version due to Node version changes but now that a proper release was made an hour ago that we should be fine. |

Optimize Github Actions CI workflow for Map Linter (#95758)
## About The Pull Request This PR introduces a path-filtering step to `.github/workflows/run_linters.yml`. Currently, our map linters run on every single commit, regardless of whether a map was actually touched. I have added a check that only wakes up the Python map linter if: 1. A `.dmm` file is modified anywhere in the repository. 2. The linter tool itself (`tools/maplint/**`) is updated. 3. The mapmerge tool itself (`tools/mapmerge2/**`) is updated. To accomplish this, we use [dorny/paths-filter@v4](https://github.com/dorny/paths-filter) since GitHub’s built-in workflow path filters cannot be applied to specific jobs or steps within a shared CI job. To crunch some numbers here: - Skipping the map linter saves ~30 seconds of runner time per commit - We average about ~400 PRs a month - Our GitHub pulse says `Excluding merges, 51 authors have pushed 482 commits to master and 776 commits to all branches.` so ~800 commits per month. - ~10% of our PRs involve map edits (so this affects ~90% of PRs) So this saves about ~6 hours of CI runners per month. ## Why It's Good For The Game It stops wasting NT's electricity (and our GitHub Actions credits). Contributors no longer have to wait for the linter to verify that the maps they didn't touch are still not broken. ## Changelog 🆑 server: Optimized CI workflow to skip map-specific linters when no maps are modified. /🆑 |

## About The Pull Request This is suffering. Tries to fix [This](https://github.com/tgstation/tgstation/actions/runs/23323997716) which occurs after #95415 was merged. Apparently the output of the script had some secret information & invalid variables which it could not store causing the announce workflow to fail. Refactors the PR autostale discord announcement to actually work (#95269)
## About The Pull Request I found out that the labeled event isn't triggered when an action does the labeling. So I moved the behavior for announcing auto-staled PRs into a new job in the staling workflow. ## Why It's Good For The Game At least maintainers should be able to see that a PR has auto-staled if the author themselves can't be bothered to ping them. ## Changelog No player-facing changes. |

## Why lemon why Reverts #94989 We've been seeing silent failures in collect_data since this pr was merged, and jls does not currently have the time to debug this. Since the upside of the pr was so minimal (effectively just allowing jls to more efficiently do their work), and we're seeing what is functionally random ci failures, we're doing this as a stopgap. |

Standardizes all CI to run on ubuntu-24.04 (#94410)
## About The Pull Request <img width="908" height="878" alt="image" src="https://github.com/user-attachments/assets/7262576b-f7d9-4be4-8cff-6662f85698fd" /> Our application of Ubuntu 22.04 versus Ubuntu 24.04 (which is presently the version for `ubuntu-latest`) is pretty inconsistent even within the same suites, I figure we bump it up and set one standard moving forwards. This PR was originally set to autoset it to `ubuntu-latest` but wow the issues are agonizing so let's just bump it up and keep it synchronized also bumps python to `3.11.0` and whatever dependency versions needed that as that was necessary |
