## About The Pull Request

1. Redid the formula for calculating mutual language understanding 

Old: `base + (10 * (1 - (min(commonness, 1250) / 500)))`, or in other
words `base + 10% to -15%`
New: `base + max(20 - (commonness / 1000) * 20, -5)`, or in other words
`base + 20% to -5%`

2. CSL strength preference has been changed 

Old: `"90%", "75%", "50%", "33%", "25%", "10%"`
New: `"75%", "50%", "25%"`

3. If you understand a language partially, the icon in chat is
differentiated slightly

4. CSL can now be taken by humans, doing so grants you gal-uncommon

5. Fixed a bug where contractions, due to being encoded, would be
treated as lower frequency / rarer and thus be more likely to be
translated

## Why It's Good For The Game

1. The current formula was a bit too harsh and resulted in more words
being translated than you'd expect. The altered formula should make it
less persistent.

2. These values were tweaked according to the new formula. If I left the
90% value it'd mean like every word would get translated and that
defeats the point.

3. Makes things a bit clearer when it comes to partial understanding. 

4. Requested, sounds like fun so why not.

5. Bugfix.

common words are penalized less, more common words are rewarded more. In
other words more words will be understood on average.

balance: Humans can now take Common Second Language. Doing so also
grants Galactic Uncommon.

LucyandGitHub 155d18ebd0 avoid regenerating character preview for preferences that don't affect appearance at all (#95273)
## About The Pull Request

Port of https://github.com/Monkestation/Monkestation2.0/pull/10634

simply makes it so updating a character preference that is unrelated to
character appearance won't regenerate/update the character preview, by
adding a `should_update_preview` var to `/datum/preference`.

## Why It's Good For The Game

Avoids wasting precious tick time on regenerating a whole-ass human and
equipping them when you're just changing your PDA ringtone or whatever.

## Changelog

No player-facing changes, as well, none of these affect appearance
anyways.

## About The Pull Request

- Tweaks partial understanding. 

Paragraphs are now split into sentences first creating more natural
breaks between sentences.

- Adds "Common Second Language" quirk

This quirk changes your default understanding of common (up to) 90%
(your choice), meaning you drop the occasional word.

Additionally, when your sanity drops below a threshold, you become
forced to speak your native language, albeit with a partial
understanding applied for everyone else.

Incompatible with similar language quirks + can't be taken by humans

## Why It's Good For The Game

Just a fun way to play around with the new "partial understanding"
system.

Fixes #89445 (well, technically. It fixes the bug associated but these
`say`s should really be emotes.)

Three things:

1. Reworks how language translation works.

Rather than scrambling a sentence into a language entirely, sentences
are now scrambled on a per-word basis.

Additionally, the 1000 most common words of a language are *never*
re-scrambled across the duration of a round. Once it's set it's set in
stone.

Example: (Sample / Old / New)

This allows for a number of things:

- More consistent translations, making it (more) viable to actually
"teach" someone words for something
- Maintaining emphasis such as caps (but not `||`, `++`, or `__` - at
least not yet)

This pr adds the following:
- Those who understand Beachtongue can understand 50% of Common and 33%
of Uncommon words.
- Those who understand Common can understand 33% of Beachtongue and 20%
of Uncommon words.
- Those who understand Uncommon can understand 20% of Common and 20% of
Beachtongue words.

3. Bilingual quirk has been expanded to accomodate these changes.

There are now two more preferences:
- Language Speakable
- You can toggle this, so you only understand the language, rather than
understand AND speak.
- Language Skill
- If you choose to be unable to speak the language, you can set how much
of the language you can understand, down to 10%.

Playing around languages is fun, but due to the way our translation
works, ALL context is immediately lost for what the other person may be
saying.

If the other person is shouting in all caps? Output language is normal
chatting. This is lame!

Even if someone is unable to understand you, there's a LOT you can
convey just by how you speak, and getting that across in game is quite
difficult when all translations get mauled so badly.

So this changes that.

- Emphasis like caps lock is maintained, so you see someone shouting in
caps in a foreign language you can probably intuit something is wrong
(but not what is wrong!)
- Some languages can gleam bits of other languages, so you MIGHT be able
to pick out context if you pay close attention
- "Brother" languages will now feel more like "brothers" and not
completely divergent
- You can even "teach" someone words in your language - at least the
most common words! (Until next round)

refactors clothing visors to use the same system, including masks being
toggled and stuff like riot helmets toggling using the same system and
welding helmets and such
adds a handler that updates all visuals in slots that an item has
obscured, each visual proc calls that so you no longer have weird shit
happening like having to hardcode a proc for heads where you need to
also update hair, mask, glasses everytime you put on an item

one thing here i could also do is make check_obscured_slots return the
HIDEX flags instead of item slots, because in 99% of cases its hardcoded
to be ran against specific slots (like eye code running it against the
glasses slot), but maintainers didnt seem to like that :/

fuck this 2003 bullshit

theres like several bugs here i fixed but i forgot them all and they are
small

## About The Pull Request

Goes through a bunch of character preferences and adds informed default
values which produce less wacky results.

Basically part 2 of #84443 . Preference randomization now results in a
character similar to that pictured in the original pr.

Of course, you can still make your character look as wacky as ever.

## Why It's Good For The Game

Basically, fully random characters look horrendous, and unless you're
playing a non-human, you stick out like a sore thumb if you hardcore
random or just decide to random appearance.

Ultimately, full-random people will stick out less, which I think is
good.

## About The Pull Request

#76305 removed the knowledge of every language from silicons, but this
had a couple of oversights.
This language set was not only used by cyborgs but also bots and vending
machines.

A couple of effects relied on them knowing all of those languages,
specifically their emp_act and also the station trait which rerolled
their languages.
Now they actually _learn_ a random language and start speaking it
instead.

Also I fixed a related runtime which I noticed in testing where a bot
would die as a result of being EMPed, delete itself, and then try and do
a bunch more shit after it stopped existing. Annoying.

Why was I looking at bot languages? Haha don't worry about it 😇 

## Why It's Good For The Game

Restores function of a funny feature.

## About The Pull Request

This was one of the tradeoffs for removing other, more consistent
sources of languages, and was requested by Melbert among many others.
This does go against my wanted goal of decreasing the risk of
eavesdropping by other players through just magically knowing a
language, but it is an expensive quirk and it is in their medical
records, which makes it better than language encryption keys or silicon
just innately knowing them.

This also limits Bilingual to only roundstart languages (+Uncommon),
rather than being randomly selected from a list (that had very useless
ones like monkey, podpeople, and beachbum). This is mostly just for
modularity, I didn't want to make it look terrible code-wise and thought
this may be the optimal way to handle it.

This is also me going back on
https://github.com/tgstation/tgstation/pull/71773 - which I had closed
myself.

## Why It's Good For The Game

If we're gonna keep the Bilingual quirk, it might as well be something
players can choose the language of, it's their character and they should
be allowed to decide how their character is, and it is my fault that
this stupid compromise of "getting a random language" was made in the
first place. It never should've happened.
It now actually limits it to roundstart-only languages, so there's no
way you can spy on people who prepare in advance through becoming
podpeople, or monkeys, etc.
