John Willard 2e4d70afe5 Updates href uses for 516 (#88699)
## About The Pull Request

Was just scrolling through the Paradise github since they seem to have
more work done for 516 to see if there's anything I can port over, found
this and thought why not.

Ports parts of https://github.com/ParadiseSS13/Paradise/pull/25105
Specifically, updaing all hrefs to use the internal ``byond://``, and
adding it to grep.

## Why It's Good For The Game

More work towards 516.

Kocma-san 2fe6a19efc moves all admin requests in admin stuff section (#88396)

adds `type = MESSAGE_TYPE_PRAYER` to all messages that are a request to
admins. Because there is no reason why half of these requests should be
of type "info"

SmArtKar d4ac95a0e1 Nobody expects the span inquisition: replaces most <span>s with macros (#86798)
## About The Pull Request
123 changed files and multiple crashes after writing broken regex, I
replaced most remains of direct spans with macros. This cleans up the
code and makes it easier to work with in general, see justification for
the original PR. I also fixed a bunch of broken and/or unclosed spans
here too.
I intentionally avoided replacing spans with multiple classes (in most
cases) and spans in the middle of strings as it would impact readability
(in my opinion at least) and could be done later if required.

## Why It's Good For The Game

Cleaner code, actually using our macros, fixes borked HTML in some
places. See original PR.

BlueMemesauce 9a129de703 Export scanner no longer shows shipping manifest value + manifest error changes (#78923)
## About The Pull Request

Adds a variable to exports called `scannable`. If you are trying to scan
it and its set to false, then it won't show the value. When the actual
sale is done, the value will still be added/subtracted.

I also reorganized the message the scanner sends because I didn't want
to put multiple inline if statements.

Lastly, made it so that locked crates and private order lockboxes can't
get the shipping manifest contents error by adding a new trait
`TRAIT_NO_MANIFEST_CONTENTS_ERROR`. For departmental orders, I just
entirely disabled the manifests having errors by setting it to
`MANIFEST_CAN_FAIL` to false.

This PR conflicts with #78911, sorry but that PR was what reminded me to
fix this bug.

## Why It's Good For The Game

Some may call it tedium but having to read paperwork is part of the
cargo experience. Since it is harder to determine the crates value,
there has been a few balance changes. The penalty for incorrect manifest
is half the crates price or 500 credits, whichever is less.

Let me know if you have any suggestions for how the message is worded,
it might be too long.

Locked crates and private orders can no longer get the shipping manifest
contents error because it is basically impossible to get someone to tell
you all the contents of their purchase. It's only a 5% chance of being
wrong and if they're not in cargo they probably don't care about the
cargo budget.

Post revs win now ends the shift.

Does some misc code cleanup of stuff that annoyed me while I was reading
code.

Implements revs win ending the shift via a new global used in
`/datum/game_mode/proc/check_finished(force_ending)` that is set to TRUE
when revs win.

The rev station charter has been removed (for lack of anywhere else good
to put it trivially).

The bedsheet has been incorporated into the Post-Revolutionary Fervor
station trait. It replaces Captain bedsheets when this station trait
rolls.

**This is all untested, and I'm not sure if I'm able to test this on
local. Please carefully review code changes or consider testmerging over
fullmerging.**

This can really be summarised as: Revs refuses to end even after the
revolution wins and the revolution is over.

There's exiled heads, the sec team, mindshielded non-revs, non-revs,
ex-revs and ex-headrevs. Generally exiled heads and the sec team buddy
up as a single faction. Ex-revs and ex-headrevs are the same.

But mindshielded crew and non-mindshielded crew sit in an awkward limbo,
where mindshielded crew aren't anti-revs, and the non-mindshielded
non-rev crew aren't rev-sided. Mindshields also do nothing about the
ex-antag status.

Since the simplest solution to this problem is ending on post-revs win,
that's the one I've gone for.

again ends when the revolution is successful. The round continues as
normal if the revolution fails.
add: When the station is rolled in a state of Post-Revolutionary Fervor,

YesterdaysPromise a373b4cb08 Icon folder cleaning wave one (#76703)

Due to a mental breakdown caused by unfathomable abomination that is
icons folder, I swore to myself to one day clean it. Today is kind of
that day. Been at it for around 6, you gotta understand I need a rest. I
tracked most changes in descriptions of commits if you are looking for
details.

## Why It's Good For The Game

Saner spriters make better sprites. And also, just helps keep track of
things.

AnturK 4d6a8bc537 515 Compatibility (#71161)
Makes the code compatible with 515.1594+

Few simple changes and one very painful one.
Let's start with the easy:
* puts call behind `LIBCALL` define, so call_ext is properly used in 515
* Adds `NAMEOF_STATIC(_,X)` macro for nameof in static definitions since
src is now invalid there.
* Fixes tgui and devserver. From 515 onward the tmp3333{procid} cache
directory is not appened to base path in browser controls so we don't
check for it in base js and put the dev server dummy window file in
actual directory not the byond root.
* Renames the few things that had /final/ in typepath to ultimate since
final is a new keyword

And the very painful change:
`.proc/whatever` format is no longer valid, so we're replacing it with
new nameof() function. All this wrapped in three new macros.
`PROC_REF(X)`,`TYPE_PROC_REF(TYPE,X)`,`GLOBAL_PROC_REF(X)`. Global is
not actually necessary but if we get nameof that does not allow globals
it would be nice validation.
This is pretty unwieldy but there's no real alternative.
If you notice anything weird in the commits let me know because majority
was done with regex replace.

@tgstation/commit-access Since the .proc/stuff is pretty big change.

Mooshimi b09f3868f8 individual LOG_GAME (#68683)
About The Pull Request

    replaces a ton of log_game with user.log_message so the log is added to individual and global logs.
    adds a few logs for individual LOG_VICTIM, LOG_ATTACK etc logging.
    adds logging for bluespace launchpad's tele coords being changed.
    took the word "has" out of log_combat, as it's extra and just lengthens the log.

Why It's Good For The Admins

It's extremely laggy to open game.txt so an alternative is individual game logs

Watermelon914 375a20e49b Refactors most spans into span procs (#59645)
Converts most spans into span procs. Mostly used regex for this and sorted out any compile time errors afterwards so there could be some bugs.
Was initially going to do defines, but ninja said to make it into a proc, and if there's any overhead, they can easily be changed to defines.

Makes it easier to control the formatting and prevents typos when creating spans as it'll runtime if you misspell instead of silently failing.
Reduces the code you need to write when writing spans, as you don't need to close the span as that's automatically handled by the proc.

(Note from Lemon: This should be converted to defines once we update the minimum version to 514. Didn't do it now because byond pain and such)

Oh and I moved ref tracking screaming to a separate define, and made some optimizations to the thing in general. I think that's it, this pr is a bit of a frankenstine

add: A special admin station charter exists, that has unlimited uses and
can be used at any time.

I think station renaming has to include the special server config tag,
so I've made a global proc to handle that. I have other changes, but
these ones should be uncontraversial.

Kyle Spier-Swenson c341178ff4 Fixes bug with addtimer keeping old timers around, makes addtimer even faster. (#23126)
* Fixes timers being left around, Makes addtimer() sanic fast.

This adds a new flag, TIMER_STOPPABLE. Most(80%) of the overhead for addtimer() was in adding the timer to the associated lookup list for deltimer() to use. Moving that functionality to a flag so it wouldn't slow down the 70% of things calling timers puts the final nail in the coffin of byond's sleep/spawn().

spawn: 324 seconds across 5,948,372 calls

addtimer: 67 seconds across 5,953,220 calls

The testing setup for profiling was included in this commit, it will be removed in a later commit. @Fox-McCloud

that rejected it).

Now it makes a message at the charter's location.
