fdecf7bb68 Ghosts will be able to hear all Special Chats 
Mostly so admins can supervise them.

- Ghosts will be able to hear Cultist Chat. Ghosts weren't able to pick up ones sent by cult_innate_comm()
- You won't need ghost ears on to listen to Binary Chat, like how it used to be
- put dead_mob_list to good use (Everything seemed fine when I tested it. Let me know if I'm missing overlooking something)
- Bumped lingchat sense chance up to 40%

It was logging every memo as being deleted every time any memo was deleted.

131b5ee0ec - Removes the useless has_been_rev var 
- Reworded intercept report to discourage security from inadvertently causing a gang to win.
- Recaller use is logged
- Made the text explaining membership visibility more visible

462ce9c877 New sound for more distressing minor announcements 
- Plays every time the alert level rises, or emergency access is enabled
- Delayed the start of Intercept.ogg a bit so it doesn't overlap with the alert level sound

672b352f8f Fixes "r_arm" (or equivalent) appearing in two surgery related messages. 
Fixes Robolimb overlay being placed on a limb other than the surgery location during the last step of augment surgery.

6c0c3d3df8 Removed database specifications since this is handled by connecting to a database context. 
This should fix some runtimes only downstream server providers were getting because their database isn't named test (default is feedback

Replaces erro_ with a configurable table prefix system
Defaults to erro_ if not configured, but configuation files default to SS13_
