## About The Pull Request
This Pull Request brings a new negative quirk to the list of negative
quirks: Indebted. As the title suggests, you start the round with a
pretty high debt of roughly 15.000 credits (give or take up to 1.250
credits), and everytime the account balance would increment, 75% of
what's earned will be pushed toward solving it instead.
Unlike other quirks, it is hidding from medical HUDs and the health
analyzers, because I frankly believe it's quite a stretch putting it on
the same plane as other quirks which are of a more "psycho-physical"
nature. However, examining the medical records will return a remark on
how the quirk holder has had some difficulties paying the checkup bill,
hinting it greatly. Examining their ID accurately will also report the
entity of the debt.
Ok, the PR is now ready. It fancies an achievement and a pin too, for
those who actually extinguish the debt.
## Why It's Good For The Game
I think it's cool to have a quirk that affects players from an angle
different than most of the others. It doesn't affect the mob directly,
brings no positive or negative moodlet, gives items, but it does cripple
what they can do with their own bank account. Sure, it can be
circumverted by "borrowing" another player mob's ID card, but frankly it
has a mild negative value on par with "Family Heirloom" so it's not a
big deal.

holder's bank account a debt averaging at 15000 credits (with a
variation of 1250 cr) and forces 75% of all earnings towards solving it.

## About The Pull Request
These changes re-implement the functionality for Physical and Mental
Statuses, which used to be present in Medical Records (visible via
medical filing cabinents, medical records consoles, and MED-HUDs). These
Physical/Mental statuses can once again be updated through examining a
crewmember (while wearing a Med-HUD), or through the new TGUI interface
for medical records consoles.
## Why It's Good For The Game
Primarily, this resolves the bugs mentioned in [Issue
#73477](https://github.com/tgstation/tgstation/issues/73477), and
restores functionality which appears to have been accidentally removed
via [PR #72725](https://github.com/tgstation/tgstation/pull/72725).
Additionally, the re-implementation of these statuses allows for more
in-depth medical RP (and bureaucracy), especially in regards to the
Psychiatrist role and managing crewmember sanity.

## About The Pull Request
If a player created a security record during a round and attempted to
print it the printing process would runtime and result in the printer
being unusable.
As a side effect of fixing this I've discovered an annoying bug with
posters with them defaulting to the bottom left corner of a record. So
currently mugshot uploads has been restricted to 32x32 pixels with
approval from @jlsnow301 . Ideally at some point a player exposed photo
cropping system can be implemented to make it easier to create mugshots
using larger photos.

## About The Pull Request
A few changes to sec records geared towards making it obvious how and
why someone is wanted.
- You can no longer set someone to arrest via console unless they have a
valid prior.
- Setting players to arrest via HUD creates a crime entry for that
person.
- Priors can be edited by the author and qualified personnel (armory
access).
- Priors can be invalidated by qualified personnel. This redacts the
info from huds and rapsheets.
- Invalidating the last crime sets a player to discharged
- Much like real life, you can no longer outright delete crimes. This
prevents gaming the arrest system by adding/deleting.
- Deleting an individual record in a sec console removes it from the
manifest (@JohnFulpWillard) this was previous behavior
- Purging records in sec requires higher access
## Why It's Good For The Game
Have you ever brought a wanted person into the brig only to find there's
no reasons listed and no one in sec will explain why they're wanted?

## About The Pull Request
I have attempted or otherwise started this project at least 4 times. I
am sick of it being on my calendar. The code needs it. I need it.
- This makes crew records a proper datum rather than assigning
properties record.fields.
- General, medical, and security records are merged.
- Did some slight refactoring here and there for things that looked
obvious.
- Wanted states are now defined (and you can suspect someone through
sechud)
- pAI (unrelated but annoying) had some poorly named exported types that
i made more specific
- Job icons are moved back to the JS side (I wanted to get icons for
initial rank without passing trim)
