balance: Mobs will now start with a random nutrition amount, between
hungry and mildly well fed.

Basically, if everyone starts the round with 400 nutrition, then
everyone will likely get hungry at around the same time if they're
standing around. This means there's a little more variance in our
starting values, which means the kitchen could be more important a
little bit sooner.

There's a certain issue of people spoofing real byond links to admins. Now all links should come with a generated key that is validated when the Topic is run.
Added DEBUG_ADMIN_HREFS to debug this system while we test it (Allows hrefs without tokens and complains about it in the logs)
Just add [HrefToken()] as a parameter to all admin hrefs. Anything that ends up running through VV or Holder will be verified

They don't share a common ancestor type so they were relying on the
secbot having identical vars to the ed209, this is brittle and ugly, so
instead a bitflag of criteria is passed through the mob assess_threat
proc so it can choose how to react to each criteria
As well as that, the weaponscheck proc used by the bots is now passed
through as a callback, more things can now implement their own
weapons checking for threat assessment if they need
This means more things can now utilise the assess_threat proc if they so
wanted to, as they no longer need to map 1 -> 1 to the ed209's vars
Also fixed a runtime where the secbot didn't pass through itself to the
assess_threat proc (what I originally wanted to fix)
