Hey there,
This was outdated for a bit, so I decided to pretty it up and make a few things a bit more explicit.
I alphabetized the maps since we don't really prioritize one-over-the-other (except Meta now being the default map instead of the non-existent Box).
I also alphabetized Removed Station Maps, and removed the "outdated" (they are all outdated, or will definitely all be outdated by the time a reader reads this).
I elaborated a bit more on how station maps are loaded these days (correct me if I am wrong).
Standardized how we show code paths.
Gave explicit instructions on never using Dream Maker to map, and linking two programs that we tell anyone who wanders in on the Discord to use anyways (please do inform me if we should not do this- but Dream Maker just fucking sucks shit).
I also fixed up some language around the Away Missions part, and added a newer section for the Map Depot since I do not believe it is discussed elsewhere on the main repository (as well as a short warning on anyone who things they can get Phobos or something running out-of-the-box).

makes most updating stat panel tabs update once every 4 seconds instead of 4 deciseconds, but switching tabs instantly updates statpanel data for you. also makes examining a turf make flat icons for a maximum of 10 contents instead of 30 because its ridiculous to call getFuckingFlatIcon() wrappers that many times. also makes SSfluids not have SS_TICKER and updates its wait accordingly because theres no reason for it to be a ticker subsystem
the mc tab updates every 2 seconds unless someone has the pref enabled to refresh it quickly because SOME UNILLUMINATED LEMONS absolutely must watch overtime spikes in real time
statpanels can take between 1-3% of masters total processing time at very high pop, which is silly considering theres no need for someone to know any of the data updated accurate to less than half of a second. The only reason it needed to update so fast was because it looked awful when switching tabs, which will only be updated on the next fire. now switching tabs updates data instantly so theres no need to update the rest of the data quickly.
also makes each stat tab update into its own proc so we can tell how much each tab update costs

* Adds a movement looping system, replaces inbuild procs and spacedrift with it (#62567)
* Adds a subsystem to handle automated directional movement, replaces all instances of walk_towards with it. Makes meteors and immovable rods not drift in space, and makes immovable rods more destructive. Note, I've opted not to use byond's method of moving towards something, which is effectively Move(src, get_step(src, get_dir(src, target))) as it's cringe and doesn't make a smooth line. I've replaced it with a autoupdating rise over run setup, read the code for more details

It's not everything, we're still making a timer per spark effect, but it cuts things down significantly

I do want the behavior of SS_TICKER, which at this point is tick based waits, and ignoring overtime when
calculating next fire.
Since honestly, these subsystems should ignore overtime in regards to next fire, the cost of moving A may be
nothing compared to the cost of moving B.

* Add accessibility label--same points as a fix (#63593)
Adds an Accessibility label. This label should be added for any feature that improves the experience for people with disabilities.
This includes, but is not limited to:
Adding visual/auditory feedback for which there previously was none (such as adding a balloon alert where the only other feedback was a sound)
Adding captions, such as to AI vox, ambience, etc
Adding colorblind options, or otherwise making features not rely on colors (such as pipes, slimes, etc)
Adding more keyboard navigation to UIs, such that a mouse is not as required
Reducing flashing/bright lights for those with epilepsy
This does not include:
General QoL, such as replacing chat messages with balloon alerts
Making the game generally easier to do weird interactions with. This is considered bettering approachability, not necessarily accessibility
...though many changes that improve QoL can easily improve accessibility.
For further reading, the Game Accessibility Guidelines are a very interesting resource to go through.
