Fixes action related harddels, I hate how they work but at least this way they won't hold refs.
Fixes the hierophont causing its beacon to harddel
Removes the M variable from megafauna actions, it was used like a typed owner and caused harddels, so I burned it
Fixes target and targets_from harddels, replaces all setters of target with LoseTarget and GiveTarget, which should help maintain behavior. I'm not sure if this breaks anything, but if it does we should fix the assumptions that code makes instead of reverting this change

This PR fixes issues with the chameleon jumpsuit and sneakers. In addition to that, it properly defines setting for GAGS worn and inhand icons instead of having them be in Initialize() for specific item types. Names for the prisoner jumpsuits and wheelys have also been reverted to how they were before the GAGS PR.

PR #57844 (d71ce02c98) accidentally omitted a pair of parenthesis in gas value calculations, making gas canisters with 0.1 moles of gas cost the same as canisters with 1000 moles

The PR adds a quick and easy way to build the HFR
there will be boxes that when properly positioned and hit the center with a multitool you'd create the HFR, rotate the side parts to finish the build and hit with a multitool the interface like normally. (can't do much about it because pipe code is hell)
There will also be a buyable crate from cargo with CE secured lock
The normal way to build it is still available.
A new side-job for cargo. Prepare and launch exploration drones at distant sites to encounter weird adventures, collect loot and expand the station cargo network. Adventures - the main content type here, can be written by anyone without any knowledge of programming. The purpose here is creating an way of interesting way of delivering lore (and adding some new job content/cargo expansion method).

So, turns out when assigning values to crates, a good number of the "large object" crates all have multiples of their export, and that didn't get assessed when giving them their current values. As it is currently, you can make infinite credits by ordering some select crates. This adjusts their prices to make them not do the bad, and work in-line with similar crates that sell lower than their buy value.
Also, fixes an issue with liquid tanks having a component of their sell value not tied to the defined, which was completely glossed over in the price rework, and is now scaled to the correct current value.(500 cr crates -> 200 cr crates).

Clears out two deprecated explosions systems (explosion ids and explosion levels)
Refactors a bunch of contents_explosions procs to be maybe slightly faster.
Cleans up a bunch of ex_act code.
Slightly cleaner code
A few less unused vars on /atom and /turf
Creates update_name and update_desc
Creates the wrapper proc update_appearance to batch update_name, update_desc, and update_icon together
Less non-icon handling code in update_icon and friends
Signal hooks for things that want to change names and descriptions
99%+ of the changes in this are just from switching everything over to update_appearance from update_icon
* Gives the sniper rifle a suppressor overlay so that it no longer shows up as missing a sprite, also fixes donksoft pistols by repathing them from pistols over repathing them from toy saber smgs. Creates a flag for checking if a gun needs a toy overlay, so it is handled in the parent.

We have countless examples in the codebase with this style gone wrong, and defines and such being on hideously different levels of indentation. Fixing this to keep the alignment involves tainting the blames of code your PR doesn't need to be touching at all. And ultimately, it's hideous.
There are some files that this sed makes uglier. I can fix these when they are pointed out, but I believe this is ultimately for the greater good of readability. I'm more concerned with if any strings relied on this.

Fixes bug where box tags weren't updating correctly on creation

Adds an armed variant of the bomb pizza box, which has the boxtag "Meat Explosion", contains a meat pizza and explodes 5 seconds after opening

Adds the secure kitchen crate from my previous PR

Adds ghost examine messages for pizza boxes with bombs or the nanomachine pizza in them
Bounty cube announces its creation over Supply with its creator and
area, starting the speedy delivery bonus countdown
20% bonus for cargo if you send the cube within 5 minutes of its
creation.
Using an export scanner on it in the supply shuttle awards a 10%
personal handling tip when it reaches Centcom.
Cube nags at five minutes over Supply if it's not sent and cargo bonus
is lost.

With recent atmospheric changes having a greater affect on the station's
temperature, it makes sense for heating/cooling equipment to be as
purchasable by cargo as existing scrubbers and air pumps.
In addition, were all those heaters in maintenance hand assembled on the
station, or shipped in?
This PR adds station traits which are essentially small changes to a normal round that can be used to create small variations in how a round might play out, sometimes there might be only one, very simple trait, but you might have a round where they have a somewhat bigger impact, to make rounds feel slightly more different from each other.
The following traits have been added:

Lucky winner - Free pizza and beer every 6-12 minutes
Galactic Grant - Larger starting funds for cargo
Premium internals boxes - emergency box has flare + radio as bonus
Bountiful bounties - Bounties pay 20% more

This PR repaths areas to follow a department - purpose - room formula (just department - room if purpose is unnecessary), reorganizes the area file to properly sort by department, removes some unused areas, and better utilizes child subtypes for areas. It fixes several problems with areas which were previously improperly subtyped causing problems like the lack of AI monitoring on vault areas and the inability to use the civilian door remote on most service areas.
Properly organizing our areas will make mistakes in adding areas or duplicates harder to do. By organizing each department in this way, it also provides better infrastructure for autoname devices and any future code that has to reference areas by department.
