I really liked cheeses idea but since the original pr got reverted decided to redo it so now the exotic corgi is its own type of dog so hopefully it should look slightly less like it ate a crayon also no talking corgi so the maintainers don't get angry hope I did this right!
Adds a simple way to quarantine individuals but doesn't make it roundstart, as it has potential to make 2 antags have a very difficult time: Bad virologists and (mainly) sentient diseases. Uses a sliver of silver because of this.
It uses the exact same proc as the MEDHUD, so it CAN be countered by buffing stealth. Virologists can also activate the free-access so long as they do it while not infected with anything bad.
That said, it has a build delay and is relatively easy to destroy. Think of it as a more obvious visual for people without huds to know "hey, I should probably avoid everyone else until I get better" and not necessarily an actual barrier device.

add: The vault now contains an ore silo where the station's minerals are stored.
add: The station's ORM, recycling, and the labor camp send materials to the silo via bluespace.
add: Protolathes, techfabs, and circuit imprinters all pull materials from the silo via bluespace.
add: Those with vault access can view mineral logs and pause or remove any machine's access, or add machines with a multitool.
tweak: The ORM's alloy recipes are now available in engineering and science protolathes.
I thought this weapon was interesting enough to re-add as a Nuke Ops weapon. In the course of making this PR I went back to some of the PRs from when it was removed from the uplink to get a good sense of what was seen as wrong with it at the time. I have done my best to deal with these issues and balance it properly.
In terms of power, the weapon basically fits between the C-20r and the L6 SAW. It's more portable than a SAW, but generally less powerful, and costs just as much to purchase and outfit. The weapon fires half as fast as a SAW and the bullets do less damage, just barely critting an unarmored person with a full burst. Targets with even the relatively weak Security Officer body armor can withstand a burst from it, and people wearing Bulletproof Armor can take multiple bursts before going down. The grenade launcher is strong, but slow to reload, and expensive to use a lot.
For people who remember the old one, this is basically the same thing but significantly more expensive. I also changed the grenade shells to be purchasable individually for 2 TC each instead of buying a box of 4 for 5 TC. There's also no ridiculously cheap bundle this time around, that can stay gone.
