This PR makes a few changes regarding scrolls of teleportation.
Scrolls of teleportation no longer use outdated HTML based interface and will take you straight into a list of a possible destinations upon use. That interface had a very little point of existing in the first place, the only possibly useful information was number of remaining uses, which is solved by a point below.
Scrolls of teleportation now show a number of remaining uses upon examination and also give proper feedback messages upon teleportation.
Scrolls of teleportation now crumble to dust when out of uses. They are a consumable item and cannot be recharged, which made them utterly useless when out of uses, creating only clutter.
Splits the restrained() proc into component traits: TRAIT_HANDS_BLOCKED for the general inability to use hands and TRAIT_RESTRAINED for the more specific condition that permits arrests.
Code moved away from the update_mobility() proc so it doesn't have to wait for an update, instead changing based on events. The idea is to eventually kill that proc.
Wrapper proc added for setting the handcuffed value so we can react to the event of it changing.
Kills the RestrainedClickOn() proc. That is now just an UnarmedAttack(), in where the ability to use hands can be checked. Monkeys keep their bite attack and humans their self-examine.

add: Spraying holy water on tiles will now prevent cult-based teleportation from using them as a destination point.

Refactors some teleportation code so it uses do_teleport instead of directly forceMove.
do_teleport now has a channel argument, to specify the type of teleportation used. This will affect what can and cannot interfere with teleportation. For example, BoHs interfere with bluespace teleportation but not wormhole, quantum or magic teleportation.
do_teleport now sends a COMSIG_ATOM_INTERCEPT_TELEPORT signal, allowing the target turf (or anything placing a signal on said turf) to react appropriately. As a proof of concept, blessed tiles use it to prevent teleportation from the cult channel.
Intercepting teleportation can have interesting potential uses, from teleport denial fields, to teleport scramblers (teleports you somewhere else instead), telefraggers that gib anyone unlucky enough to teleport in their area of effect, teleport anchors that shunt all teleportations in a wide area to themselves, and so on.
