8212923b49 Removes tracking of lockdown status, fixes counter 
A cyborg's lockdown status has been removed from the tracker.
Cyborgs are now properly removed from the AIs borg list if they are
destroyed.

2285f0e69b Adds Cyborg data to AI's status screen 
Adds all useful data about a Cyborg's health to the AI's status screen.
- Includes Cyborg name, health, cell charge, module, area name, lock,
and stat data.
- Strictly read-only.
- Cyborgs slaved to an AI will have that AI's name displayed in its
status screen.

6bfebf2e48 Adds bolt-action rifle 
Sprites from https://tgstation13.org/phpBB/viewtopic.php?f=9&t=2151

These have a bolt that needs to be worked after each shot, and they
need it to be open in order to be reloaded. There is also a stripper
clip. Their bullet does 60 brute damage, and the gun has a 5-shot
internal magazine. They cannot be worn on the back slot as there are
no back sprites provided in that file. Bayonets are not implemented
for the same reason.

The gun can be obtained as a 50% drop from ranged russian mobs (the
other 50% still drop the mateba) and from summon guns.

33443d2f08 Resolves #6881 - the time-scaling of suffocation in crit was calculated using deciseconds rather than seconds as happened previously. Effectively increasing oxyloss rate by a factor of 10
