SuperDrish fc54fd6a60 Add new check for character age for jobs. (#75992) ...

## About The Pull Request

Simply as it is. Every job _can_ have a minimal character age and will
not let underages to occupy for it.

Can be configured in config. Disabled(all zeros) by default.

## Why It's Good For The Game

Good for RP downstreams.
