* Fixes forcing night shift on/off (#74657)

## About The Pull Request

Fixes https://github.com/tgstation/tgstation/issues/74587
When nightshift is forced on/off by an admin the subsystem is in an idle
state, so the tick check always fails and the lights don't change.
