* Small fulton fixes

Fixes lack of feedback on connecting to the beacon system
Fixes runtimes caused by using the fulton system with no backpacks
Fixed incorrect the extraction point's description containing an
incorrect linking method
Changed the new to an Initialize

* Removes superfluous null check

* Adds the ability to cancel fulton linking
