* Makes transit tubes take half as long to secure

Takes ages to build anything meaningful when each pipe takes four seconds to fasten to the floor.

* Halves time to deattach transit tubes

Should be just as easy to get rid of as they are to build

* Update transit_tube.dm

* Update transit_tube_construction.dm
