LT3 383172c616 Cleanup NTC/blueshield code (#3868) ...

## About The Pull Request

Removes Bubber overrides on NTC/Blueshield and implements them in the
original datum. Replaces silver ID with platinum.

## Why It's Good For The Game

Code cleanup, we're not a Skyrat downstream anymore
