Mloc-Argent 42110c3a3b tools: fix EOL handling in AddToChangelog.exe

AddToChangelog.exe was using a mix of \r\n and \n EOLs.
Fully uses \r\n now.

UnstandardnessTestForDM

- Updated the source code of the "Unstandardness Text For DM" program. It now has a function which removes comments from a list of strings (file contents). The define search funciton now first removes comments and then checks for defines and their references.

Upload tgstation.rsc to external FTP

Added a batch-script to easily upload **tgstation.rsc** to an external server, for use with **external_rsc_url.txt**.

DM Line counter.exe

the compiled exe file for the Unstandardness text for DM program is in:
UnstandardnessTestForDM\bin\Debug\UnstandardnessTestForDM.exe
of
UnstandardnessTestForDM\bin\Release\UnstandardnessTestForDM.exe

You have to move it to the root folder (where the dme file is) and run it from there for it to work.
