* Buffs the chilling effects of void heretic powers

- The void Mansus Grasp and Mark of Void heretic abilities now inflict a status condition called void chill, which steadily lowers the victim's body temperature and also inflicts a mild slowdown.
- The void storm summoned by ascended void heretics no longer directly inflicts burn damage, but now lowers body temperature much more strongly.
- The void storm visual overlays now properly update when the heretic exits an area, making them a more accurate indicator of which area the heretic is in.

* Split heretic status effects into their own files, code improvements

* split the buffs as well

* Adds a bit of burn damage back to void storm
