Seth Scherer 11a322c218 Fixes not drawing cards from non-standard decks (#64070) 
In my refactor I forgot to give these a look over, luckily it was just a
simple changing of the `populate_deck` proc.
I didn't touch CAS because they still work (and they have entirely
custom code anyways).
